UNFPA Timor-Leste Country Office is dedicated to supporting the government and local partners in implementing programs that address the unique needs of the population, particularly vulnerable groups.
Job Overview: The consultancy aims to review and verify the human resource strengths and needs of the UNFPA Country Office in Timor-Leste, focusing on staff numbers, profiles, competencies, and organizational structure. The consultant will assess the current human resources against the requirements of the new Country Programme (CP5) for 2026-2030, ensuring that the office can effectively deliver on its objectives. This includes analyzing the existing skills and competencies of the staff, identifying gaps, and proposing a structure that aligns with the program's goals. The consultant will also engage with key stakeholders and conduct a thorough analysis of the operational context to inform the design of a fit-for-purpose organizational structure.
Duties and Responsibilities: The consultant will perform a range of tasks, including conducting a desktop analysis of relevant documents, meeting with Country Office staff and stakeholders, assessing HR needs in relation to the operational context, and comparing existing skills with those required for successful program delivery. The consultant will research labor market insights, propose HR arrangements and structures, analyze the financial feasibility of these options, and suggest a balance between program and operations teams. Additionally, the consultant will finalize an organizational structuring proposal and submit it to the UNFPA Resource Management Committee for approval. The deliverables will include a comprehensive report on HR capacity, an organizational structuring proposal, and an action plan for implementation.
Required Qualifications: Candidates must possess a Master's Degree or equivalent advanced university degree in Human Resources Management, International Affairs, Business Administration, Social Sciences, or other relevant disciplines. They should have a minimum of 10 years of relevant experience in leading organizational change processes within the United Nations, particularly in fragile and transitional societies. Familiarity with UN Staff Rules and UNFPA or UNDP human resources and financial policies is essential. Strong analytical, leadership, and conceptual skills are required, along with the ability to work harmoniously in an international and multicultural environment.
Educational Background: A Master's Degree or equivalent advanced university degree in Human Resources Management, International Affairs, Business Administration, Social Sciences, or other relevant disciplines is required for this position. This educational background is crucial for understanding the complexities of human resource management within the context of international development and organizational change.
Experience: Candidates should have a minimum of 10 years of relevant experience, particularly in leading organizational change processes within the United Nations. This experience should include strengthening UN capacities to deliver results in fragile, conflict-affected, and transitional societies. The consultant should demonstrate a strong understanding of the operational challenges faced by UNFPA and have a proven track record of fostering greater impact and innovation in similar contexts.
Languages: Fluency in oral and written English is mandatory for this position. This proficiency is essential for effective communication with stakeholders, preparation of reports, and engagement in discussions related to the consultancy's objectives. Knowledge of additional languages may be considered an asset but is not required.
Additional Notes: The consultancy is expected to take place between 24 February and 31 March 2025, with a home-based component and a two-week mission to Dili, Timor-Leste.
