Job Overview:
The Senior Advocacy Officer in Palestine plays a crucial role under the supervision of the Country Manager for Palestine, collaborating closely with the regional advocacy and communication officer, the Federal Advocacy and Institutional Relations team (AIR), and the Federal communication team. The officer is responsible for designing, implementing, and following up on HI's advocacy strategies related to the Palestinian crisis at national, regional, and international levels. The position requires a thorough analysis of the humanitarian environment to define HI's positions and to monitor policy developments that impact humanitarian advocacy. The officer will also lead the development and updating of advocacy strategies and action plans, ensuring consistency across various levels and identifying key issues that require advocacy for policy changes. This role is vital in ensuring that advocacy efforts are based on reliable evidence and data, and it involves engaging with decision-makers and networks to promote HI's positions effectively.

Duties and Responsibilities:
  • STRATEGY AND STEERING: Analyze the humanitarian environment and define HI positions by monitoring and analyzing the humanitarian context, architecture, and actors to identify key positioning issues. Continuously monitor policy developments related to the Palestinian crisis and gather information for advocacy. Develop and update advocacy strategies and action plans in collaboration with the regional advocacy and communication officer and the AIR team. Lead the design and implementation of coordinated advocacy action plans at regional and national levels, ensuring compliance with HI advocacy quality standards. Conduct stakeholder mapping and power analysis to identify key advocacy targets and allies.
  • OPERATIONAL IMPLEMENTATION: Ensure advocacy is based on reliable evidence by liaising with operational staff and external stakeholders to gather timely information. Lead the preparation of advocacy tools such as reports, briefing papers, and media content. Organize outreach efforts to key decision-makers and networks, engaging in relevant forums and maintaining contacts with decision-makers at national and regional levels. Participate in events and conferences to promote HI's positions and liaise with media on advocacy issues.
  • INTERNAL COMMUNICATION: Contribute to internal advocacy structures and provide support to operational staff and local partners on advocacy activities. Assess training needs and provide training on principled humanitarian action and HI ethical guidelines.
  • FUNDRAISING: Identify funding opportunities for advocacy activities and incorporate advocacy into field projects and new proposals.
  • STANDARDS AND EXPERTISE: Promote HI quality standards in advocacy work and report compliance issues to management. Contribute to the design and delivery of advocacy training tools and provide inputs into internal processes as needed.
  • COMMUNICATION: Lead relevant content for the communications strategy, coordinate campaigns, and disseminate information to target audiences, adapting strategies for emergency preparedness and response.

Required Qualifications:
The ideal candidate should possess a degree in law" style="border-bottom: 1px dotted #007bff !important;">International Law (IHL, IHRL, Human Rights, Refugee Law, etc.), International Relations, Political Science, or a related field, or have significant relevant experience. The candidate must have a strong understanding of humanitarian principles and advocacy work, with the ability to analyze complex situations and develop effective strategies. Excellent communication and networking skills are essential, along with the ability to engage with high-level decision-makers and stakeholders.

Educational Background:
A degree in International Law, International Relations, Political Science, or a related field is required. Candidates with equivalent experience in relevant areas will also be considered. The educational background should provide a solid foundation in humanitarian principles, advocacy, and policy development.

Experience:
Candidates should have a minimum of 5 years of experience, including at least 3 years in emergency settings. Experience in context analysis, policy development related to humanitarian action, and advocacy work is essential. The candidate should also have experience in networking and participating in conferences or forums at high levels.

Languages:
Fluency in English is mandatory, and knowledge of Arabic is highly desirable. Proficiency in additional languages relevant to the region may be considered an asset.

Additional Notes:
This position is for a 12-month international contract starting as soon as possible. The contract includes social cover adapted to the individual's situation, including unemployment insurance for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. The gross monthly salary starts at 2,757 euros, with additional benefits such as a net monthly per diem of 756 euros, and hardship allowances of 250 euros for Jerusalem and 500 euros for Ramallah. Employees are entitled to 25 days of paid leave per year and 5 days of rest and recuperation every 3 months. The position is unaccompanied, and housing is provided by HI. If the candidate is a resident of the country, a local package will be offered.
