Job Overview:
The Accounts Officer position is a critical role within Action Against Hunger, reporting directly to the Finance and Administration Manager. The primary responsibility of the Accounts Officer is to lead the accountancy functions, ensuring accurate financial reporting and effective management of cash, mobile money, and banking transactions. This role requires a proactive approach to analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis, focusing on receivables and payables, and conducting account reconciliations to support sound management decisions by the finance head. The Accounts Officer is also tasked with championing effective cash and bank management, treasury forecasting, and capacity building within the finance team. The position demands close collaboration with financial partners and support to field offices, ensuring timely and accurate financial operations.

Duties and Responsibilities:
  • Mission Accountancy: The Accounts Officer will enter daily transactions in Sylogist for approval, check the accuracy of requests, and ensure transactions are charged to the appropriate budget lines. They will also integrate transactions from the International HQ into Sylogist monthly, perform monthly checks and matching processes, and generate high-quality accountancy reports. Additionally, they will maintain finance documents according to ACF guidelines and develop an archiving strategy for document placement.
  • Cash, Mobile Money, and Bank Management: Responsibilities include performing cash counts, ensuring quality cash management, recording expenses in journals, preparing bank reconciliation statements, and verifying bank account activity. The Accounts Officer will also justify all advances at month-end and codify supporting accounting documents.
  • Prevent Fraud and Corruption and Compliance Management: The Accounts Officer will identify risks of fraud and corruption, implement prevention actions, and alert the Finance and Admin Manager to any issues. They will conduct monthly spot checks and monitor activities in the field.
  • Manage Filing, Document Retrieval, and Retention: This includes ensuring project files are clearly labeled, scanning finance documents, maintaining an IN/OUT document register, and following up on documents taken out of files.

Required Qualifications:
The ideal candidate for the Accounts Officer position must possess a bachelor’s degree in accounting, finance, or commerce from a recognized university. A qualified accountant designation such as ACCA or CPA is considered an added advantage. Candidates should have at least 3 years of experience in a similar role, with a strong understanding of financial/accounting procedures and the ability to maintain filing systems. Proficiency in computer applications, particularly spreadsheets and accounting software, is essential. Strong interpersonal skills, decision-making abilities, and attention to detail are also required.

Educational Background:
Candidates must have a bachelor’s degree in accounting, finance, or commerce from a recognized institution. Additional qualifications such as ACCA or CPA are preferred and will enhance the candidate's profile.

Experience:
The position requires a minimum of 3 years of relevant experience in accounting or finance roles, particularly within the humanitarian or development sectors. Experience in supporting office administration and developing filing systems is also necessary. Candidates should demonstrate the ability to work effectively in a multi-sectoral organization, showcasing strong communication, planning, and organizational skills.

Languages:
Fluency in English is mandatory for this position. Knowledge of additional languages may be considered an asset but is not required.

Additional Notes:
This position is full-time and requires regular attendance at the office, with the expectation of working at least five days per week. The Accounts Officer must be available to work outside normal office hours or on weekends as needed. Travel may be required for domestic and international business purposes, and the role may involve exposure to high-security risks and basic living conditions in the field.
