Job Overview:
The MHPSS Specialist Technical Officer (STO) will play a crucial role in implementing the mandate and 10-year strategy of Humanity & Inclusion. Reporting to the MHPSS Specialist, the STO will ensure the quality and impact of projects in Ukraine, working closely with various teams across multiple bases. The position requires the STO to be roving between Dnipro and three other bases (Mykolaiv, Poltava, and Kharkiv), spending equal time at each location to empower local teams and ensure their operational independence. The role involves providing specialized expertise, technical support, and guidance to projects, partners, and programs, ensuring adherence to internal quality and technical standards, and adapting project documentation as necessary. The STO will also contribute to project proposals, represent HI in external meetings, and facilitate technical learning and capacity building within the MHPSS sector.

Duties and Responsibilities:
  • Providing specialized expertise in MHPSS: a. Offer technical guidance and support to project leaders and partners. b. Ensure project activities align with internal quality and technical standards, suggesting improvements as needed. c. Adapt technical documentation to meet global standards. d. Collaborate with technical partners as delegated. e. Contribute to writing proposals for new MHPSS opportunities. f. Represent HI in external coordination meetings.
  • Project-based technical learning: a. Ensure Global and Field Technical Specialists receive necessary information. b. Coordinate with headquarters for sectoral method improvement and evidence collection. c. Contribute to technical learning based on best practices. d. Prepare for adjustments in the sector. e. Contribute to evaluation terms of reference.
  • Internal technical training: a. Conduct necessary technical training in MHPSS. b. Contribute to skills upgrading plans for MHPSS Technical Officers. c. Assist in developing a local talent pool and identifying training needs. d. Facilitate professional development and community of practice. e. Identify capacity gaps and provide necessary training.

Required Qualifications:
  • Thorough theoretical and operational knowledge of MHPSS.
  • Minimum of three years of experience in providing technical support and strategic guidance in MHPSS.
  • Experience in capacity building and mentoring for MHPSS projects.
  • Proven ability to conduct specialized training at short notice while maintaining quality.
  • Strong interpersonal skills, including empathy, patience, and cultural sensitivity.
  • Excellent internal and external communication and coordination skills.
  • Awareness of power dynamics and conflict sensitivity.

Educational Background:
A relevant degree in psychology, social work, public health, or a related field is preferred. Additional certifications in mental health and psychosocial-support" style="border-bottom: 1px dotted #007bff !important;">psychosocial support (MHPSS) are advantageous.

Experience:
Candidates should have a minimum of three years of professional experience in the MHPSS sector, specifically in providing technical support and strategic guidance. Experience in capacity building, mentoring, and conducting specialized training is essential. Familiarity with humanitarian contexts and the ability to adapt to changing environments are also important.

Languages:
Fluency in English is mandatory, while knowledge of Ukrainian or Russian is highly desirable. Additional languages may be beneficial but are not required.

Additional Notes:
The position offers a 5-month international contract starting as soon as possible. The contract includes social coverage tailored to the employee's situation, such as unemployment insurance for EU nationals, a pension scheme, medical coverage, and repatriation insurance. The gross monthly salary starts at €2,448, with additional benefits including a monthly per diem of €521.05, a hardship allowance of €500, 25 paid leave days per year, and a rest and recuperation (R&R) period of 5 days every 8 weeks. The position is unaccompanied, and shared housing is provided by HI.
