Job Overview: The Programme Manager position is a critical role within the DRC's operations in Rakhine, Myanmar. This position serves as the Deputy Area Manager for Programs, overseeing the design, planning, and implementation of a diverse portfolio of programs, including Protection (Child Protection, General Protection, and Gender-Based Violence), Livelihoods, and Camp Management and Coordination (CCCM). The Programme Manager is responsible for ensuring that all programs meet quality standards and align with technical and program management guidelines. This role requires strong leadership skills, as the Programme Manager will directly manage a team of at least six program managers and work closely with various departments to ensure effective coordination and support for program implementation. The position demands frequent travel to Rakhine State, particularly Sittwe and other townships, to oversee program activities and ensure compliance with DRC procedures and guidelines.
Duties and Responsibilities: The Programme Manager will be responsible for a wide range of duties, including:
Strategy and Program Development: Collaborating with the Area Manager and Head of Programmes to develop the overall programmatic strategy for the area, ensuring alignment with the country program strategy. Identifying funding gaps and leading assessments for new projects.
People Management: Leading and managing program staff, focusing on performance, well-being, and capacity development.
Program Management and Quality Assurance: Overseeing the implementation of projects according to contracts and donor requirements, leading grants meetings, and ensuring financial management of program budgets.
Monitoring, Evaluation, and Reporting: Supporting the MEAL team in developing monitoring tools and ensuring quality control processes are upheld.
Representation and External Relations: Increasing the visibility of DRC's programs and maintaining relationships with stakeholders, including UN agencies and donors. The Programme Manager is also accountable for achieving strategic goals, making significant decisions regarding unit resources, and managing direct reports effectively.
Required Qualifications: Candidates must possess a Master's degree in political science, international development, economics, or a related field. Additionally, at least five years of experience in a relevant field is required, with a minimum of four years in people management and program management, preferably in protection, CCCM, or livelihoods programs. Proven leadership skills and experience in coordinating with national partners and stakeholders are essential. Full professional proficiency in English is mandatory.
Educational Background: The educational background required for this position includes a Master's degree in a relevant field such as political science, international development, or economics. This advanced degree is crucial for understanding the complexities of humanitarian work and program management in challenging environments.
Experience: The position requires at least five years of relevant experience, with a strong emphasis on program management and people management.
