Job Overview: The Infrastructure Finance Specialist will play a crucial role in providing strategic input for the finance-related assessment of transport solutions developed by WRI Indonesia. This position involves conducting comprehensive risk assessments, financial modeling, and developing innovative business models while engaging with various stakeholders to evaluate opportunities for public and private funding. A significant focus of this role will be on reviewing the transport business case related to the mass procurement model for electric bus adoption in Indonesia. The specialist will be responsible for producing a concept note that outlines the institutional and business model for this initiative. The position requires a high degree of independence, as the post holder will work under the guidance of the Urban Mobility Manager. The Infrastructure Finance Specialist will be based in Jakarta, with a flexible office arrangement and travel requirements as necessary. The role also emphasizes the importance of integrating equity into all aspects of work, in alignment with WRI's commitment to diversity, equity, and inclusion.
Duties and Responsibilities:
Provide a comprehensive review note for the transport business case developed by WRI Indonesia, ensuring thorough analysis and actionable insights.
Conduct detailed risk assessments and financial modeling to support WRI’s project case, identifying potential financial risks and opportunities.
Develop strategic financial advice that aligns with WRI’s objectives and enhances project viability.
Create institutional and business model recommendations for the electric mobility mass procurement case, focusing on sustainability and scalability.
Engage with stakeholders, including government entities and private sector partners, to assess funding opportunities and facilitate collaboration.
Prepare and present reports and concept notes that effectively communicate findings and recommendations to internal and external stakeholders.
Stay informed about infrastructure industry trends, financial markets, and regulatory frameworks to provide relevant insights.
Contribute to the development of financing mechanisms that support urban sustainability projects and smart city initiatives.
Participate in team meetings and collaborative efforts to integrate equity into project planning and execution. 1
A Master’s degree in finance, economics, engineering, or a related field is required. Relevant work experience may be considered in lieu of a degree.
A minimum of five years of experience in infrastructure finance, financial modeling, risk assessment, and strategic financial management is essential.
A strong background in public-private partnerships and green finance is highly desirable.
Demonstrated analytical skills in assessing funding opportunities, with experience in economic modeling, policy evaluation, business model development, and financing mechanisms.
Knowledge of infrastructure industry trends, financial markets, and regulatory frameworks is crucial.
A solid understanding of infrastructure issues and their interconnections with climate change, governance, and greenhouse gas emissions is necessary.

Compensation will be based on deliverables submitted throughout the project period, with specific payment milestones tied to the completion of key deliverables. The consultant will receive travel insurance for both domestic and international travel duties assigned by WRI Indonesia. Final candidates may be required to take a writing test and provide two writing samples as part of the selection process.
