Job Overview:
The Electoral Officer (Operations Liaison) will play a crucial role in the implementation and supervision of electoral programs and processes, particularly in logistics and administrative support. This position is vital for ensuring the timely delivery and retrieval of electoral materials, coordinating logistics operations for electoral events, and advising the National Elections Commission (NEC) on best practices for electoral logistics management. The officer will also be responsible for assessing logistics needs, conducting field assessments, and supporting the establishment of logistics hubs to facilitate electoral operations in remote areas. The role requires collaboration with various stakeholders, including the NEC, State High Electoral Committees (SHECs), and UNMISS Mission Support, to ensure efficient and secure logistics operations throughout the electoral cycle.

Duties and Responsibilities:
The duties of the Electoral Officer (Operations Liaison) include implementing and supervising electoral programs, coordinating logistics operations, serving as a liaison between UN EAD and UNMISS Mission Support, advising NEC on logistics management, conducting field assessments, supporting the drafting of technical specifications for logistics support, coordinating field-level logistics operations, establishing logistics hubs, contributing to training initiatives for NEC staff, maintaining partnerships with stakeholders, and drafting regular reports on logistics progress. The officer will also be responsible for ensuring that logistics operations are resource-efficient and minimize risks, particularly in challenging environments, and will perform other duties as required to support the electoral process.

Required Qualifications:
Candidates must possess a strong understanding of electoral processes and their implications, demonstrate professionalism and commitment to gender balance, and have the ability to work collaboratively in a team environment. The position requires excellent planning and organizational skills, with the ability to develop clear goals and adjust priorities as necessary. Candidates should also be able to foresee risks and allow for contingencies when planning, as well as use time efficiently to meet deadlines.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in political science, international economics, international relations, law, public administration, or a related field is required. A first-level university degree combined with qualifying experience may be accepted in lieu of an advanced degree. Successful completion of programs in data analytics, business analytics, or data science is desirable, indicating a strong analytical capability relevant to the role.

Experience:
Candidates must have a minimum of five years of progressively responsible experience in elections, governance, public administration, or related areas. At least two years of experience in supervising, implementing, or advising on electoral processes, particularly in logistics and operations, is required. Experience in a United Nations peacekeeping operation or political mission, as well as in electoral logistics and operations, is essential. Experience in post-conflict situations or developing countries is desirable, along with previous experience managing diverse teams and projects.

Languages:
Fluency in English (both oral and written) is required for this position, as English and French are the working languages of the United Nations Secretariat. Knowledge of Arabic is considered desirable, enhancing communication capabilities in the region.
