Job Overview: The E T Consultant position at the World Bank in Juba, South Sudan, is a critical role that combines strategic communications and operational support within the Country Management Unit (CMU) and External and Corporate Relations (ECR) context. The consultant will be responsible for developing and executing a comprehensive country communications strategy that aligns with CMU priorities and ECRAE guidance. This includes managing digital communications, designing multi-channel campaigns, building coalitions with various stakeholders, and ensuring effective internal communications. The role also involves monitoring and analyzing project portfolios, providing insights for operational performance, and supporting project preparation and implementation. The consultant will play a vital role in enhancing the visibility and understanding of the World Bank's objectives in South Sudan, particularly in a challenging context marked by political instability and humanitarian needs.
Duties and Responsibilities: The duties and responsibilities of the E T Consultant include:
Strategic Communications and External Affairs (50%): - Develop and execute a country communications strategy and annual plan aligned with CMU priorities and ECRAE guidance, including clear audiences, messages, channels, KPIs, and monitoring and evaluation. - Manage the country and CMU web presence and social media, plan content calendars, and apply analytics to optimize performance. - Design and run multi-channel campaigns for key moments, ensuring clear objectives and outcome metrics. - Build coalitions with government, civil society organizations (CSOs), media, private sector, and development partners to advance program objectives. - Maintain and align message frameworks, draft speeches, press releases, and talking points. - Provide internal updates and prepare newsletters for management. - Build and maintain media relations, organize briefings, and monitor media sentiment. - Ensure compliance with the Access to Information policy and WBG brand standards. - Conduct stakeholder mapping and implement engagement plans. - Monitor issues and maintain an issues/risk register, providing early warnings and mitigation options. - Support project preparation and implementation by embedding communications and stakeholder engagement. - Review operational documents for clarity and compliance with ATI alignment. - Design and facilitate citizen engagement consultations. - Collaborate with WBG teams to report on results from WBG-financed activities. - Track media coverage and provide analytic notes on implications for operations. - Align with UN agencies and partners on joint communications.
Operation Support to CMU (50%): - Coordinate with operational teams to review project implementation readiness. - Monitor key pipeline milestones and coordinate with task teams. - Analyze portfolio data and provide inputs for CMU deliverables. - Support portfolio reviews and track follow-up actions. - Ensure compliance with operational policies and procedures.
Required Qualifications: The required qualifications for the E T Consultant position include: - A Master’s degree and/or 5+ years of relevant experience, or a Bachelor’s degree and/or 7+ years of relevant experience in communications, journalism, international development, economics, public policy, political science, business administration, or a related field. - Demonstrated ability to translate complex development topics into clear, compelling content for diverse audiences. - Strong track record in media relations, stakeholder engagement, and digital communications; experience in fragile and conflict-affected (FCV) contexts is a strong asset. - Experience in supporting development operations, including project preparation and citizen engagement, is preferred. - Excellent writing, editing, and speaking skills in English; knowledge of local languages in South Sudan is preferred. - Solid understanding of South Sudan’s socio-political landscape and stakeholder ecosystem. - Proven ability to handle sensitive information with sound judgment. - Ability to manage multiple tasks under tight deadlines and strong teamwork skills.
Educational Background: The educational background required for the E T Consultant position includes a Master’s degree in a relevant field such as communications, journalism, international development, economics, public policy, political science, or business administration. Alternatively, a Bachelor’s degree with additional years of relevant experience may be considered. The candidate should possess strong analytical and communication skills, with a focus on translating complex topics into accessible content.
Experience: The position requires a significant level of experience, specifically 5+ years for candidates with a Master’s degree or 7+ years for those with a Bachelor’s degree. This experience should be in communications, journalism, international development, or related fields.
