Job Overview:
The position is within the Fiscal Management Division (IFD/FMM) of the IDB Group, which seeks an economist, political scientist, public administrator, or a related professional to assist in integrating climate change considerations into public investment management and subnational governance. The consultant will play a crucial role in supporting the Bank's initiatives aimed at enhancing fiscal policy and management in LAC, particularly in the context of climate change. The consultant will be expected to engage in various activities that promote sustainable development and effective governance at both national and subnational levels.

Duties and Responsibilities:
The consultant will be responsible for a range of tasks, including: supporting the program to lend to subnational governments without sovereign guarantees, incorporating climate change criteria into project prioritization; assisting in the preparation of the second edition of the intergovernmental fiscal relations outlook, focusing on subnational contributions to climate change; organizing a Regional Policy Dialogue in Brazil in 2025 to showcase best practices; updating the IDB’s Subnational Fiscal Information Platform; conducting qualitative and quantitative analyses on climate change integration in public investment systems; developing surveys and interviews with public institutions; drafting and editing IDB publications; enhancing public investment systems through technical assistance; coordinating activities within the Network of Public Investment Officials in LAC; and supporting research on new indicators for assessing public investment management performance regarding climate change integration.

Required Qualifications:
Candidates must possess a Master’s degree in Economy, Political Science, Public Administration, or a related field. Additionally, a minimum of 6 years of relevant experience in public investment management, climate change, and/or decentralization and subnational governance is required. Candidates should demonstrate strong analytical skills, the ability to work collaboratively, and a commitment to continuous learning and innovation.

Educational Background:
A Master’s degree in a relevant field such as Economy, Political Science, or Public Administration is mandatory for this position. This educational background is essential to understand the complexities of fiscal management and public investment in the context of climate change and governance.

Experience:
The position requires a minimum of 6 years of professional experience in areas related to public investment management, climate change, and decentralization. This experience should include working with subnational governments and understanding the fiscal dynamics that influence public investment decisions in the LAC region.

Languages:
Fluency in both Spanish and English is mandatory, with strong written and verbal communication skills in both languages. This bilingual proficiency is crucial for effective collaboration and communication with diverse stakeholders across the region.

Additional Notes:
The contract type is for an International Consultant on a full-time basis, with a duration of 12 months. The position is based at the IDB headquarters in Washington, DC, but there is also an option for remote work from the consultant's place of residence.
