Job Overview:
The International Financing Consultant will work under the direct supervision of the responsible project officer and will be tasked with collaborating and communicating effectively with various stakeholders, including ministries, departments, authorities, national consultants, and other organizations in the target countries. The consultant will lead the development of comprehensive funding proposals for pilot projects in four target countries, ensuring alignment with project timelines. The role involves overseeing the design and implementation of electric bus pilot projects, producing a regional roadmap on best practices for financing electric mobility, and preparing presentation materials for national workshops. The consultant will also be responsible for providing practical project management support to local stakeholders and ensuring compliance with donor requirements throughout the project lifecycle.

Duties and Responsibilities:
  • Lead the development of comprehensive funding proposals for pilot projects in Lao PDR, the Philippines, Sri Lanka, and Tajikistan, ensuring alignment with project timelines and collaboration with relevant authorities.
  • Oversee the design and implementation of e-bus pilot projects, managing both the financing application process and the implementation phase post-financing.
  • Produce a report titled 'Regional Roadmap on Best Practices for Financing Electric Mobility in Public Transport,' compiling key learnings and case studies from the project.
  • Prepare a policy brief on a financing-related topic in consultation with the project officer.
  • Develop presentation materials for national workshops and present project findings at regional meetings organized by ESCAP.
  • Recommend suitable financing mechanisms for deploying electric buses and provide project management support in areas such as fleet planning and infrastructure procurement.
  • Collaborate with government stakeholders, international organizations, and financial institutions to secure necessary financial resources for the pilot projects.

Required Qualifications:
  • Advanced university degree in finance, economics, public policy, sustainable development, urban studies, or a related discipline.
  • At least 7 years of experience in mobilizing finance for infrastructure or transport projects, preferably in electric mobility.
  • Demonstrated expertise in securing financing such as grants, loans, and municipal bonds in developing countries.
  • Experience in implementing transport infrastructure projects, preferably in the Asia-Pacific region.
  • Proven experience collaborating with government stakeholders, international organizations, and financial institutions.

Educational Background:
Candidates must possess an advanced university degree in finance, economics, public policy, sustainable development, urban studies, or a related field. This educational background is essential to understand the complexities of financing and implementing transport projects, particularly in the context of sustainable development and urban mobility.

Experience:
The position requires at least 7 years of relevant experience in mobilizing finance for infrastructure or transport projects, with a strong preference for candidates who have worked in electric mobility.
