Job Overview:
The Locum Nurse position is integral to the Medical Service within the Human Resource Management Section of the Division of Administration at ESCAP. This role is designed to provide occupational health services and clinical support to UN staff and other clientele at the UN complex in Bangkok. The Locum Nurse will temporarily fill in for the regular Nurse during their absences, which can range from a few days to four weeks, and will be scheduled in advance. The position requires a proactive approach to ensure that UN staff are fit for duty and capable of traveling safely, thereby contributing to the overall health and well-being of the organization’s personnel. The Locum Nurse will work closely with the Medical Officer, assisting in various health-related functions and ensuring that medical services are delivered efficiently and effectively.

Duties and Responsibilities:
Under the direct supervision of the Medical Officer, the Locum Nurse will be responsible for a variety of duties, including but not limited to: assisting in all aspects of occupational health and clinical services; ensuring the preparedness of staff traveling on missions, including managing travel clearances and administering necessary vaccinations; providing primary care and referrals to external healthcare providers; delivering emergency care and life support when required; administering vaccinations and writing prescriptions; assisting in physical examinations and vital sign checks; offering guidance on occupational health matters; managing medical supplies and ensuring their availability; and performing other related duties as assigned. The role emphasizes the importance of maintaining a high standard of care and ensuring that all medical services are aligned with the needs of the UN staff.

Required Qualifications:
Candidates must possess a university degree (B.S. or equivalent) in nursing, medicine, occupational health, public health, or a related field. A national registration and nursing license (e.g., Registered Nurse, Licensed Practical Nurse, or other relevant certification) is mandatory. Formal training in CPR is required, and training in Basic and Advanced Cardiac Life Support or equivalent emergency medical care is highly desirable. Additionally, candidates should have a minimum of five years of progressively responsible clinical experience in nursing or a related area, particularly in administering immunizations and working in an occupational health setting. Experience in inventory management and medico-administrative matters is also desirable, along with familiarity with standard computer/IT tools such as MS Office and electronic clinical databases.

Educational Background:
The educational background required for this position includes a university degree in nursing, medicine, occupational health, public health, or a related field. This foundational education is essential for understanding the complexities of health care delivery within the context of the United Nations and its diverse workforce. The degree must be complemented by relevant certifications and licenses that validate the candidate's qualifications to practice nursing and provide medical care.

Experience:
The position requires a minimum of five years of progressively responsible clinical experience in nursing or a related area. This experience should include administering immunizations, managing travel health protocols, and working in an occupational health setting. Candidates should also have experience in inventory management, including stock taking and managing medical supplies, as well as familiarity with working in a multicultural and multilingual environment, which is typical within the United Nations framework.

Languages:
Proficiency in spoken and written English is required for this position, as it is the primary language of communication within the United Nations. Knowledge of the Thai language is considered a distinct advantage, as it may facilitate better communication with local healthcare providers and enhance the overall effectiveness of the medical services provided to UN staff in Bangkok.

Additional Notes:
The engagement of the selected consultant is strictly on a local basis only, meaning that candidates must be within commuting distance of the UNESCAP office, regardless of their nationality. The selected candidate will be responsible for any expenses incurred during the assessment process and any costs related to travel and relocation to the duty station if offered employment.
