Job Overview:
The consultant will play a crucial role in addressing the significant methane emissions in the Asia-Pacific region, which is a major contributor to global methane emissions. The position involves conducting extensive desk research and literature reviews to gather data on methane emissions and local climate policies. The consultant will be responsible for drafting a comprehensive policy brief that outlines the interlinkages between methane emissions and low-carbon policies at the urban level. This includes identifying urban sources of methane, analyzing existing policies, and providing actionable recommendations for policymakers. The consultant will also have the opportunity to present findings at a regional policy dialogue, contributing to the discourse on sustainable urban development and climate action.

Duties and Responsibilities:
The consultant's duties include participating in planning meetings with ESCAP to understand the assignment, conducting literature reviews and desk research on methane emissions and local climate policies, drafting an annotated outline for a policy brief, and preparing a comprehensive policy brief that synthesizes research findings. The consultant will also review and edit a draft handbook on methane, prepare presentation slides, and present findings at a regional policy dialogue. The consultant will work closely with the project team to ensure that the policy brief addresses key interlinkages, challenges, and opportunities related to methane mitigation and low-carbon urban development.

Required Qualifications:
The position requires a minimum advanced degree in environmental science, climate change, energy, urban development, or a related field. Candidates should have experience in environmental and urban climate-related research, policy analysis, and the publication of policy-oriented knowledge products. Expert knowledge and understanding of climate change and greenhouse gas emissions are essential. Experience working with UN agencies on environment, energy, and urban issues, as well as organizing environment-related meetings, is considered an advantage.

Educational Background:
Candidates must possess an advanced degree in a relevant field such as environmental science, climate change, energy, or urban development. This educational background is crucial for understanding the complexities of methane emissions and their relationship with urban climate policies.

Experience:
The consultant should have substantial experience in conducting research and policy analysis related to environmental issues, particularly in the context of urban climate change.
