Job Overview: The National Evaluator Team Leader will oversee the evaluation of the Viet Nam 2022-2026 One Strategic Framework for Sustainable Development Cooperation (CF). This framework, established in August 2022, aims to support Viet Nam in achieving the Sustainable Development Goals (SDGs) and national development priorities. The evaluation will span from 2021 to June 2025, assessing the contributions of various UN programs and projects to the CF outcomes. The Team Leader will be responsible for leading a team of consultants, ensuring timely completion of deliverables, and maintaining communication with the Evaluation Manager. The role requires a deep understanding of the UN's programming principles and the socio-economic context of Viet Nam, as well as the ability to produce high-quality evaluation reports in both English and Vietnamese.
Duties and Responsibilities: The National Evaluator Team Leader will have several key responsibilities, including:
Leading the entire evaluation process and managing the evaluation team.
Evaluating specific CF outcomes as indicated by the applicants.
Collaborating closely with team members to ensure effective evaluation practices.
Conducting evaluations in a timely manner and regularly updating the Evaluation Manager on progress and challenges.
Producing all deliverables, including the inception report, draft and final evaluation reports, and other required documentation.
Participating in meetings and workshops as necessary, providing presentations and inputs as required by the Evaluation Manager.
Ensuring that all deliverables are submitted in both English and Vietnamese and are endorsed by the Evaluation Manager.
Required Qualifications: Candidates must possess advanced university-level education in evaluation or relevant fields, with a PhD preferred for the Team Leader position. A strong track record in designing and leading complex evaluations is essential, with experience in UNDAF/CF evaluations considered a plus. Candidates should have a solid understanding of UN programming principles, including leaving no one behind (LNOB), human rights-based approaches, gender equality, sustainability, and resilience. Knowledge of the SDGs and their implications for development cooperation is also required, along with an understanding of multilateralism and the UN's role in development cooperation within the context of Viet Nam. Candidates must demonstrate analytical capacity, particularly in political economy and financing for development, and possess sound knowledge of Viet Nam’s socio-economic development.
Educational Background: The position requires advanced university-level education in evaluation or related fields. A PhD is preferred for the Team Leader role, indicating a high level of expertise and knowledge in the relevant areas of work.
Experience: Candidates should have significant experience in leading evaluations, particularly in complex environments. Experience with UNDAF/CF evaluations is advantageous. The role demands a strong understanding of the UN's programming principles and the ability to navigate the socio-economic landscape of Viet Nam effectively.
Languages: Excellent verbal and written communication skills in both English and Vietnamese are mandatory. The ability to produce clear and concise reports is essential for this role, as well as effective communication with team members and stakeholders.
