The Field Personnel Section (FPS) operates within the Capacity Building and Implementation Bureau (CDI) of the International Civil Aviation Organization (ICAO). Established to enhance the efficiency and effectiveness of human resources management, FPS focuses on recruiting international experts to support various civil aviation projects. The organization aims to ensure that civil aviation personnel are well-equipped to meet the demands of the industry, thereby contributing to the overall safety and efficiency of air transport globally. Job Overview:
The Roster Management Consultant will play a crucial role in the Field Recruitment Section (FRU) by managing the roster of experts and ensuring that qualified candidates are identified and assessed effectively. The consultant will work closely with the Field Recruitment Officer and other team members to streamline the recruitment process, particularly in light of an increased number of applicants due to recent marketing efforts. The position requires a proactive approach to managing the application pool, ensuring that the roster is up-to-date and reflective of the current needs in civil aviation. The consultant will also be responsible for developing generic job descriptions and optimizing the roster to align with organizational requirements, thereby facilitating efficient recruitment and project assignments.

Duties and Responsibilities:
  • Roster Management: Handle the influx of applications from the recent marketing campaign, assess candidates, and maintain a pool of qualified experts. Ensure proper classification of current experts and identify gaps in expertise. Collaborate with recruitment and marketing teams to enhance outreach efforts.
  • Roster Optimization: Develop and update generic job descriptions for various civil aviation roles, ensuring alignment with organizational needs. Provide technical expertise in revising job descriptions and assist in candidate searches within the roster. Design screening tools and criteria for effective evaluation of applicants.
  • Procedure Development and Reporting: Provide insights on roster utilization and recruitment metrics. Contribute to the development of Roster Management procedures and recommend enhancements for optimal use. Develop reporting mechanisms to track key performance indicators related to recruitment.
  • Additional Duties: Perform other related tasks as assigned by the Field Recruitment Officer, ensuring that all responsibilities are met efficiently and effectively.

Required Qualifications:
  • A first-level university degree in Civil Aviation disciplines, Business Administration, or a related field.
  • A minimum of seven years of professional experience in civil aviation and its technical areas.
  • Expertise in evaluating and assessing candidates effectively.
  • Strong understanding of civil aviation terminology and responsibilities at various levels of civil aviation personnel.
  • Previous experience with roster management in a civil aviation context is desirable, along with familiarity with automated e-recruitment systems.

Educational Background:
Candidates must possess a first-level university degree (bachelor’s degree or equivalent) in relevant fields such as Aeronautical Engineering, Air Traffic Management, Aviation Safety, or Business Administration. This educational background is essential to ensure that the consultant has the necessary knowledge and skills to perform effectively in the role.

Experience:
The position requires a minimum of seven years of professional experience in civil aviation, with a strong emphasis on technical areas related to the field. Candidates should have a proven track record of evaluating and assessing candidates, as well as a comprehensive understanding of civil aviation operations and personnel responsibilities. Experience in roster management and the use of automated recruitment systems is highly desirable.

Languages:
Fluent reading, writing, and speaking abilities in English are essential for this position. Additionally, a working knowledge of Spanish or another language of the Organization (Arabic, Chinese, French, or Russian) is considered an asset, enhancing the consultant's ability to communicate effectively in a diverse environment.

Additional Notes:
This position is initially for a period of 6 months, with the possibility of renewal. It offers a hybrid work opportunity, requiring the consultant to work both in the Montreal office and remotely. The monthly salary for this position ranges from CAD 7,562 to CAD 10,910, depending on the candidate's qualifications and experience.
