The UNDRR Regional Office for Arab States (ROAS) was established in 2007 with the mission to support Arab States and communities in building resilience to disasters. It partners with key regional intergovernmental organizations, including the League of Arab States, to promote disaster risk reduction (DRR) initiatives. The office works to enhance awareness and knowledge of contextual risks and collaborates with various stakeholders, including civil society networks, expert technical groups, and international organizations, to integrate risk reduction into regional and national policies. UNDRR's efforts are aimed at improving the understanding of DRR in the region and ensuring that it is a fundamental component of sustainable development, climate change adaptation, and urban planning.

Job Overview:
The Early Warning Assistant will play a crucial role in supporting the Risk Knowledge Programme Management officer in coordinating the Early Warning for All initiative across Arab countries. This position involves a comprehensive review of existing early warning systems, identifying deficiencies, and ensuring that donor proposals align with the goals of the CREWS projects. The assistant will develop a logical framework that outlines project activities, outputs, and outcomes, incorporating risk assessments to identify challenges and mitigation strategies. The role also includes designing activities tailored to the geopolitical and environmental contexts of Arab countries, ensuring regular monitoring and evaluation of early warning systems, and integrating gender and disability considerations into communications. The assistant will support the implementation of CREWS and Early Warning initiatives under the supervision of the Risk Knowledge officer, contributing to the overall effectiveness of disaster risk reduction efforts in the region.

Duties and Responsibilities:
  • Conduct a thorough review of existing early warning systems and their messages to identify deficiencies.
  • Support the development of donor proposals, ensuring alignment with the overarching goals of the CREWS projects.
  • Develop a logical framework (log frame) that articulates the project's activities, outputs, outcomes, and goals, along with indicators for measuring success.
  • Incorporate a comprehensive risk assessment within the log frame to identify potential challenges and devise mitigation strategies.
  • Design activities for the implementation of early warning systems in Arab countries, considering unique geopolitical and environmental contexts.
  • Ensure proposals include provisions for regular monitoring and evaluation to assess the effectiveness of early warning systems and project components.
  • Include a detailed budget breakdown within proposals, covering all aspects of proposal development, log frame creation, and early warning system implementation.
  • Integrate considerations of gender and disability into early warning communications to ensure inclusivity.
  • Support the implementation of CREWS and Early Warning rollouts in Arab countries under the supervision of the Risk Knowledge officer. 1
  • Perform other tasks as required by the Risk Knowledge Programme Management Officer.

Required Qualifications:
Candidates should possess strong analytical skills, excellent communication abilities, and a solid understanding of disaster risk reduction principles. They should demonstrate adaptability and flexibility in their approach to work, as well as creativity in problem-solving. Planning and organizing skills are essential, along with a high level of professionalism and self-management.

Educational Background:
A degree in disaster management, environmental science, public policy, or a related field is required. Advanced degrees or specialized training in disaster risk reduction or early warning systems would be advantageous.

Experience:
Candidates should have relevant experience in disaster risk reduction, early warning systems, or related fields. Experience working with international organizations or in a multicultural environment is preferred. Familiarity with project management and proposal development is also beneficial.

Languages:
Fluency in English is mandatory. Knowledge of Arabic is highly desirable, and proficiency in other languages would be considered an asset.

Additional Notes:
This position is based in Cairo, Egypt, which is a family duty station with good living conditions and a range of services. The UN International Specialist Volunteer will receive a Volunteer Living Allowance of approximately USD 2,437 per month, along with a one-time entry lump-sum payment of USD 4,000 and an exit lump-sum upon completion of the contract. Medical and life insurance coverage is provided, and volunteers have access to training and learning resources through the UNV E-Campus.
