Job Overview: The Aviation Cybersecurity Officer will play a crucial role in supporting the development and implementation of policies and guidance related to aviation cybersecurity. This position involves collaborating with various stakeholders, conducting research, and contributing to the preparation of reports and documents that inform ICAO's work in this area. The incumbent will work autonomously while consulting with senior staff and will be expected to support the organization's work program on aviation cybersecurity, which includes raising awareness and fostering cooperation with other international bodies. The role requires a proactive approach to addressing cybersecurity challenges in civil aviation and contributing to the development of capacity-building initiatives.
Duties and Responsibilities:
Support the development of policies and guidance on aviation cybersecurity, including contributing to standards and recommended practices.
Collaborate with various ICAO entities on aviation cybersecurity matters and conduct necessary research to prepare reports and documents.
Assist in the development and implementation of ICAO's aviation cybersecurity work program, including drafting correspondence and technical information for Member States.
Contribute to the work of the Cybersecurity Panel and its subsidiary bodies, including planning and organizing work programs and producing meeting reports.
Develop and deliver outreach and capacity-building initiatives to raise global awareness of ICAO's cybersecurity objectives.
Perform other related duties as assigned, ensuring effective communication and collaboration with colleagues and stakeholders.
A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
A minimum of five years of experience in the civil aviation sector, preferably involving the development of policies related to aviation cybersecurity.
Experience in developing policy papers and guidance material focused on aviation cybersecurity topics is essential.
Knowledge of safety, security, and air navigation aspects of civil aviation is required, along with experience in managing cyber threats and risks.
Educational Background: Candidates must possess an advanced-level university degree (Master's degree or equivalent) in a relevant field such as aviation, security, information technology, engineering, or computer science. Alternatively, a first-level university degree with two additional years of relevant experience may be accepted. This educational background is crucial for understanding the complexities of aviation cybersecurity and the regulatory frameworks that govern it.
Experience: The position requires a minimum of five years of professional experience in the civil aviation sector, with a strong preference for candidates who have experience in developing policies and guidance related to aviation cybersecurity. Candidates should also have experience in safety, security, and air navigation aspects of civil aviation, as well as familiarity with managing cyber threats and risks. Experience in organizing international meetings and communicating technical information to diverse audiences is also desirable.
Languages: Fluent reading, writing, and speaking abilities in English are essential for this position. Additionally, a working knowledge of any other official language of the Organization (Arabic, Chinese, French, Russian, Spanish) is considered desirable, as it enhances communication with a broader range of stakeholders and Member States.
Additional Notes: This position is to be filled on a fixed-term basis for an initial period of two years, with the first year being probationary for external candidates. ICAO staff members are expected to conduct themselves in a manner befitting their status as international civil servants and may be assigned to various activities or offices within the Organization. The position offers an attractive benefits package in accordance with the policies of the International Civil Service Commission (ICSC). The statutory retirement age for staff entering or re-entering service after January 1, 2014, is 65 years. The remuneration for this position is at the P-3 level, with a net base salary of USD $70,212 per annum plus a post adjustment of USD $23,240, which is subject to change.
