Job Overview:
The Deputy Director for Monitoring, Oversight and Coordination (MOC) within the Air Navigation Bureau (ANB) at ICAO plays a crucial role in overseeing the continuous monitoring and oversight activities related to aviation safety and air navigation. This position involves providing high-level support and advice to the Director of the Air Navigation Bureau, managing the Universal Safety Oversight Audit Programme (USOAP) and Continuous Monitoring Approach (CMA), and ensuring effective implementation of safety oversight systems across Member States. The incumbent will be responsible for strategic coordination of safety and air navigation implementation projects, working collaboratively with various stakeholders to enhance aviation safety globally. The role requires a deep understanding of aviation regulations, safety oversight, and the ability to lead and manage complex international programs.

Duties and Responsibilities:
  • Oversee all continuous monitoring and oversight activities within ANB, ensuring adherence to ICAO Strategic Objectives and relevant Assembly Resolutions.
  • Direct the work of the USOAP CMA and RRAP, providing functional support to ANB Sections conducting monitoring analysis.
  • Chair the Significant Safety Concern (SSC) Committee and serve on the Monitoring Assistance and Review Board (MARB).
  • Manage and direct USOAP CMA activities, ensuring quality assurance management and ISO 9001 certification.
  • Liaise with national authorities regarding administrative and logistical aspects of USOAP CMA and RRAP.
  • Support the analysis of safety data and information, developing data assets for aviation analysis.
  • Plan and coordinate implementation support activities for safety and air navigation, ensuring effective delivery under the Implementation Support policy.
  • Oversee regional cooperation and technical planning activities, ensuring alignment with ICAO policies.
  • Facilitate the sharing of safety information among partner organizations and Member States. 1
  • Manage the Electronic Notification of Differences (EFOD) Programme, ensuring data completeness and global implementation. 1
  • Assist the Director in planning and managing Bureau activities, including budget preparation and documentation support.

Required Qualifications:
  • Advanced level university degree (Master’s Degree or equivalent) in an aviation-related field, management, administration, or a related area.
  • A minimum of fifteen (15) years of experience in civil aviation, with at least 10 years in a leadership role within a civil aviation authority or similar organization.
  • Substantial practical experience in planning and managing civil aviation programs at an executive level.
  • Experience with international organizations and high-level negotiations with government authorities is essential.
  • Proven ability to lead teams and manage complex projects effectively.

Educational Background:
An advanced level university degree (Master’s Degree or academic equivalent) in an aviation-related field, management, administration, or a related area is required for this position. This educational background is essential to ensure that the candidate possesses the necessary knowledge and skills to navigate the complexities of international civil aviation and safety oversight.

Experience:
Candidates must have a minimum of fifteen (15) years of relevant experience, with at least 10 years in a civil aviation authority, airport, airline, or air navigation services organization. Experience in managing aviation safety or air navigation programs/projects within an international or regional organization is desirable. Additionally, candidates should have substantial practical experience in planning and managing civil aviation programs at an executive level, with at least five years of experience dealing with international aviation matters and high-level negotiations.

Languages:
Fluent reading, writing, and speaking abilities in English are essential for this position. A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish) is considered desirable, as it enhances communication and collaboration with diverse stakeholders in the international aviation community.

Additional Notes:
The position is a fixed-term non-career appointment for a period of four (4) years, with the first year being probationary for external candidates. The maximum period for which a staff member at the D-1 level can serve is eight (8) years. ICAO offers an attractive remuneration package, including a tax-free annual net base salary of US $157,126, which includes a Net Base Salary of US $106,023 and a Post Adjustment of US $51,10
