Job Overview:
The Associate Contracts Management Officer will play a crucial role in supporting the General Support Section (GSS) in managing contracts for services, goods, and works. The incumbent will work closely with the Chief of GSS and will be responsible for ensuring effective contract management, which includes monitoring contract implementation, providing advice on contract terms, and developing quality assurance plans. The position requires a proactive approach to managing contracts, including the preparation of detailed management plans, conducting risk assessments, and liaising with other departments to resolve conflicts or performance issues. The role also involves contributing to the development of operational plans and standard operating procedures related to contract compliance and performance management. The incumbent will be expected to analyze data related to contracts and provide insights for decision-making and reporting.

Duties and Responsibilities:
The duties and responsibilities of the Associate Contracts Management Officer include:
  • Advising the Chief GSS on contract management and assisting in managing service contracts.
  • Monitoring contract implementation to ensure compliance with obligations.
  • Coordinating with other teams and units as necessary.
  • Providing inputs on statements of work and developing technical evaluation criteria.
  • Preparing detailed contracts management and administration plans.
  • Developing quality assurance plans for contract performance monitoring.
  • Assisting in programmatic and administrative tasks as required.
  • Serving as Chair to the Tender Opening Committee and coordinating public openings of offers.
  • Preparing integrated reports to monitor contract aspects. 1
  • Participating in the development of operational plans and SOPs. 1
  • Conducting contract risk assessments and developing compliance checklists. 1
  • Assessing contractor performance and addressing non-compliance issues. 1
  • Conducting contract closeouts and documenting best practices. 1
  • Liaising with the Office of Legal Affairs regarding claims and disputes. 1
  • Analyzing data and identifying trends for decision-making.

Required Qualifications:
The required qualifications for this position include a strong understanding of commercial law and contract management principles. The candidate should demonstrate professionalism, excellent communication skills, and the ability to work under pressure. The role requires a proactive approach to problem-solving and the ability to analyze and interpret data effectively. The candidate should also possess strong organizational skills and the ability to manage multiple priorities efficiently.

Educational Background:
Candidates must have an advanced university degree (Master's degree or equivalent) in commercial law, supply chain management, business administration, public administration, commerce, engineering, logistics, procurement, or a related field. Alternatively, a first-level university degree in similar fields combined with two additional years of qualifying experience may be accepted. Candidates with a first-level university degree and no experience may be considered if they have passed the Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE), or the General Service to Professional Examination (G to P).

Experience:
A minimum of two years of progressively responsible experience in commercial law, supply chain, project/contracts management, and logistics support is required. Experience with the United Nations system or other international organizations is desirable. Familiarity with contract performance reporting tools and experience in data analytics are also advantageous. Candidates who have successfully completed the Young Professionals Programme Examination (YPP) or similar examinations may also qualify based on their examination results.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of German is desirable, and knowledge of another United Nations official language is considered an advantage.

Additional Notes:
This position is financed from project funds, and the initial appointment will be for a period of one year, subject to funding availability. The position is classified in the H category (family duty station).
