Job Overview:
The consultancy aims to conduct a comprehensive evaluation of the UNFPA Mozambique Country Programme (CP) for the period 2022-202
  • This evaluation is crucial for strengthening accountability to stakeholders, supporting evidence-based decision-making, and enhancing learning within the organization. The Country Programme Evaluation (CPE) will assess the performance of the CP across four thematic areas: sexual and reproductive health and rights, gender and social norms, population change and data, and humanitarian action. The evaluation will also address cross-cutting issues such as human rights, gender equality, and disability, ensuring a holistic approach to the assessment. The evaluation team will consist of multidisciplinary experts who will collectively design and implement a robust evaluation methodology, ensuring that all thematic areas are adequately covered. The overall objective is to provide actionable recommendations for the next programme cycle, thereby improving the effectiveness and impact of UNFPA's interventions in Mozambique.

Duties and Responsibilities:
The consultants will be responsible for conducting an independent assessment of the relevance, coherence, effectiveness, efficiency, and sustainability of UNFPA's support in Mozambique. They will evaluate the geographic and demographic coverage of UNFPA's humanitarian assistance and its ability to connect immediate life-saving support with long-term development objectives. The consultants will also assess the role of the UNFPA Mozambique Country Office in coordination mechanisms with the United Nations Country Team (UNCT) and the Humanitarian Country Team (HCT), aiming to enhance collective contributions to national development results. Key deliverables include a design report, PowerPoint presentations for various stakeholders, a version 1 evaluation report, a recommendations worksheet, and a final evaluation report that presents findings, conclusions, and practical recommendations for future programming.

Required Qualifications:
The position requires a Master's degree in relevant fields such as public health, medicine, social sciences, or gender studies, depending on the specific expert role. Candidates should have 5-7 years of experience in conducting evaluations, assessments, or research studies in international development or humanitarian assistance. Substantive knowledge in their respective areas of expertise is essential, along with familiarity with humanitarian strategies and the ability to integrate human rights and gender perspectives into the evaluation process. Excellent analytical, problem-solving, and communication skills are also required, as well as the ability to work collaboratively within a multidisciplinary team.

Educational Background:
Candidates must possess a Master's degree in a relevant field. For the SRHR expert, a background in public health, medicine, or health economics is preferred. The adolescents and youth expert should have a degree in public health or social sciences, while the gender equality expert should have a degree in gender studies or human rights law. The population dynamics expert should hold a degree in demography or population studies. All candidates should have a strong academic foundation that supports their expertise in the thematic areas of the evaluation.

Experience:
Candidates should have a minimum of 5-7 years of relevant experience in conducting evaluations, assessments, or research studies in the context of international development or humanitarian assistance. Experience working in Mozambique or similar contexts is highly desirable, as is familiarity with UNFPA or other United Nations organizations' mandates and activities. The ability to work effectively in a multidisciplinary team and to engage with various stakeholders is crucial for success in this role.

Languages:
Fluency in written and spoken English and Portuguese is mandatory for all positions. Proficiency in additional languages may be considered an asset, particularly for engaging with diverse stakeholders in Mozambique.

Additional Notes:
The consultancy is expected to last for 2 months, with services to be delivered at the UNFPA Mozambique Country Office in Maputo. The evaluation team will work remotely using their own equipment, with UNFPA providing logistical support for data collection processes. Each consultant is required to submit a sample of similar work completed in the past along with their daily rate. Regular meetings with the evaluation manager and the evaluation reference group will be held to ensure quality assurance of deliverables.
