In Somalia, it operates through the Caafimaad+ Consortium, which includes several international NGOs and local partners. The consortium has a presence in five of Somalia's seven states and implements integrated emergency life-saving health, nutrition, and WASH support for vulnerable populations affected by various crises.
Job Overview: The Associate Director MEAL (AD MEAL) is responsible for overseeing all aspects of program planning, evaluation, knowledge management, monitoring, and evaluation. This role involves developing and implementing monitoring systems to track program success, identifying performance indicators, and building the capacity of the Somalia Mission and Consortium in monitoring and evaluation (M&E). The AD MEAL will also enhance data systems for collection, storage, and use, ensuring effective M&E practices and preparing high-quality reports for various stakeholders. The position requires a strong alignment with Core Humanitarian Standards and internal regulations of the Somalia Mission.
Duties and Responsibilities: The AD MEAL will lead the development and updating of the MEAL strategy for the Somalia Mission and Consortium, ensuring effective tracking of programs. This includes participating in project reviews, developing data collection tools and methodologies, and ensuring compliance with humanitarian standards. The role involves overseeing quantitative and qualitative surveys, leading evaluations, and coordinating lessons learned assessments. The AD MEAL will also support the development of a knowledge management strategy, facilitate learning events, and ensure the digitalization of reporting systems for real-time data transmission. Additionally, the position requires collaboration with partners for data quality assessments and operational research.
Required Qualifications: Candidates must possess a Master's degree in Monitoring & Evaluation, Statistics, Data Science, Epidemiology, or Public Health. Additional health or nutrition-related training is advantageous. The role requires 10-15 years of professional experience in Monitoring and Evaluation, with a strong understanding of quantitative and qualitative methodologies. Proficiency in statistical software and data analysis is essential, along with excellent communication and organizational skills. Previous experience in Somalia or similar contexts is desirable.
Educational Background: A Master's degree is required, preferably in a relevant field such as Monitoring & Evaluation, Statistics, Data Science, Epidemiology, or Public Health. Additional training or experience in health and nutrition is considered an asset.
Experience: The position requires 10 to 15 years of professional experience in Monitoring and Evaluation, particularly in emergency humanitarian contexts. Candidates should have experience in planning, designing, implementing, and analyzing data from operations research, as well as familiarity with health and nutrition programs.
Languages: Professional proficiency in spoken and written English is mandatory. Knowledge of additional languages relevant to the region may be beneficial but is not specified as a requirement.
