Job Overview: The QA Specialist (Health Products) Medical Lab will provide technical guidance and advisory services to UNDP Country Offices (COs) and the UNDP Global Health Supply Center (GHSC). The role involves supporting countries in implementing medical laboratory services, focusing on the qualification of medical laboratory products and technologies as part of health-strengthening systems and emergency preparedness plans. The Specialist will work closely with various stakeholders to ensure that health products are procured according to national needs and existing delivery systems. This position requires a proactive approach to advising on health systems strengthening strategies, particularly in the context of medical laboratory services, diagnosis, and sample management.
Duties and Responsibilities:
Advise UNDP GHSC and COs on a broad range of health products, including laboratory instruments and equipment for general medical use, ensuring procurement aligns with national needs.
Lead and perform technical evaluations of medical laboratory equipment and IVDs, including reviewing requests for Research Use Only products.
Develop technical Terms of Reference (ToRs) for solicitation and technical specifications for procuring medical laboratory products.
Facilitate the maintenance of the QA database of IVDs and medical laboratory technologies, producing corporate QA reports.
Collaborate with the QA Advisor to develop and deliver QA training activities and guidance materials for UNDP’s COs and GHSC.
Participate in inter-agency technical groups related to diagnostic technologies and medical laboratory equipment, providing meeting reports with actionable items.
Advanced university degree (master’s degree or equivalent) in Medical Laboratory Science, Public Health, or Development Practice is required. Alternatively, a first-level university degree (bachelor’s degree) in the stated areas combined with two additional years of qualifying experience will be considered.
Minimum of 7 years of relevant work experience with a master’s degree or 9 years with a bachelor’s degree in medical laboratory technologies.
At least 5 years of experience managing or advising on medical laboratory technologies, particularly in low-middle-income countries.
Experience in standardizing testing systems and developing specifications for medical laboratory equipment is essential.
Educational Background: Candidates must possess an advanced university degree (master’s degree) in Medical Laboratory Science, Public Health, or Development Practice. A first-level university degree (bachelor’s degree) in these areas, combined with additional qualifying experience, may also be considered.
Experience: The position requires a minimum of 7 years of relevant work experience for candidates with a master’s degree, or 9 years for those with a bachelor’s degree. Candidates should have progressive experience in medical laboratory technologies, particularly in low-middle-income countries, and experience in standardizing testing systems and developing specifications for medical laboratory equipment.
Languages: Fluency in written and spoken English is mandatory. Knowledge of an additional UN language is considered an asset, enhancing the candidate's profile for this position.
