Job Overview:
The Investigations Specialist plays a crucial role within the Office of Audit and Investigations (OAI) at UNDP, primarily responsible for conducting investigations into allegations of misconduct, including fraud, theft, embezzlement, corruption, and workplace harassment. This position requires a proactive approach to identifying and addressing potential issues, as well as the ability to work collaboratively across various units and teams within UNDP. The Investigations Specialist is expected to manage investigations effectively, utilizing various resources and methodologies to gather and analyze information, ensuring that all investigations are conducted in accordance with established guidelines and best practices. The role also involves liaising with other UNDP offices and external organizations to facilitate investigations and promote knowledge sharing.

Duties and Responsibilities:
The Investigations Specialist is responsible for planning and conducting investigations, ensuring that all relevant lines of inquiry are pursued. Key duties include identifying, collecting, and analyzing information from various sources, maintaining the integrity of evidence, and conducting interviews with witnesses and subjects. The Specialist must keep the Investigations Section’s database and case files updated, draft high-quality investigation reports, and propose actions to close matters when appropriate. Additionally, the Specialist will liaise with legal and ethical offices within UNDP and collaborate with other international organizations and law enforcement agencies. The role may require frequent travel to UNDP offices worldwide, including areas with hazardous working conditions, and participation in the ongoing development of professional practices within OAI.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in investigations, intelligence research, data analysis, risk management, finance, law, or a related field. Alternatively, a first-level university degree (bachelor’s degree) combined with two additional years of qualifying experience will be considered. A minimum of five years of relevant experience in conducting criminal and/or administrative investigations is required for those with a Master’s degree, while seven years is required for those with a Bachelor’s degree. Formal professional training in investigation-related areas is advantageous, and at least one year of experience in an international investigation role is desirable.

Educational Background:
The educational background required for this position includes an advanced university degree in relevant fields such as investigations, intelligence research, data analysis, risk management, finance, or law. Candidates with a first-level university degree in these areas, along with additional qualifying experience, will also be considered. This educational foundation is essential for understanding the complexities of investigations and the legal frameworks involved.

Experience:
The position requires a minimum of five years of relevant experience in conducting investigations for candidates with a Master’s degree, or seven years for those with a Bachelor’s degree. This experience should include a combination of formal training from a national law enforcement or investigations academy and practical experience in criminal and/or administrative investigations. Candidates should demonstrate progressively responsible professional experience in complex investigations, with at least one year in an international context being desirable.

Languages:
Fluency in English is mandatory for this position. Knowledge of other United Nations official languages is considered desirable, as it enhances communication and collaboration in a diverse international environment.

The initial appointment is for a duration of 12 months, contingent upon the successful completion of a probationary period. The position may involve full-time commitments and requires the ability to travel frequently for investigations.
