Job Overview:
The Administration Manager for NRC Palestine will be responsible for managing and coordinating the administrative functions of the Palestine country office (PS CO). This role involves overseeing daily office operations and ensuring that all administrative and logistics processes are efficiently planned and executed in accordance with global and regional guidelines, policies, and applicable legislation. The Administration Manager will also support strategic initiatives and projects that benefit all area offices within the country. The position requires a proactive approach to streamline administrative procedures and systems, manage the administration budget, and ensure compliance with risk mitigation measures. The job holder will act as a liaison with various stakeholders, including visitors, partners, suppliers, local authorities, and legal representatives, to address changing needs and regulations.

Duties and Responsibilities:
The specific responsibilities of the Administration Manager include planning and coordinating NRC administrative procedures and systems, overseeing the administration budget for the country office, leading annual structure reviews for the administration unit, implementing risk mitigation measures, advising project and unit managers on SOP compliance, managing all administrative functions such as event management, visa and work permit requirements, office maintenance, and accommodation for staff. The role also involves acting as a focal point for CO registration, ensuring proper filing and archiving of documentation, and providing support to area offices and the PS Amman Hub in building administrative capacities.

Required Qualifications:
Candidates must have a minimum of 4 years of experience in a senior position managing a unit within a humanitarian context. Previous experience in complex and volatile environments is essential. A bachelor's degree in business administration or a related field is required, along with extensive knowledge of administration and logistics routines specific to humanitarian operations. Documented results related to the responsibilities of the position and expertise in resource allocation and cost management are also necessary. Fluency in Arabic, both written and verbal, is mandatory.

Educational Background:
The educational background required for this position includes a bachelor's degree in business administration or a similar field. This educational foundation is crucial for understanding the complexities of managing administrative functions within a humanitarian organization.

Experience:
The position requires a minimum of 4 years of relevant experience in a senior management role within the humanitarian sector. Candidates should have a proven track record of managing administrative functions and navigating the challenges associated with complex and volatile contexts.

Languages:
Fluency in Arabic is mandatory for this position, both in written and verbal communication. Proficiency in additional languages may be considered an asset, but Arabic is essential for effective communication within the organization and with local stakeholders.

Additional Notes:
The duty station for this position is Jerusalem, and the contract duration is 12 months. The role may involve travel up to 10% to areas of operation. The salary and benefits are classified under Grade 9 on NRC’s salary scale.
