Job Overview:
The ESCO Market Development Expert will play a crucial role in enhancing the energy service company (ESCO) market in Ukraine. This position involves providing expert advice and support to develop strategies that promote the growth of the ESCO sector, which is vital for improving energy efficiency and sustainability in the country. The expert will be responsible for analyzing the current market landscape, identifying barriers to growth, and proposing actionable solutions to foster a conducive environment for ESCOs. The role requires collaboration with various stakeholders, including government agencies, private sector players, and international organizations, to align efforts and resources towards market development. The expert will also be expected to contribute to capacity-building initiatives and knowledge-sharing activities to enhance the skills and competencies of local stakeholders in the ESCO market.

Duties and Responsibilities:

• Conduct comprehensive market analysis to assess the current state of the ESCO market in Ukraine, identifying key players, market trends, and potential growth areas.
• Develop strategic recommendations to overcome barriers to ESCO market development, including regulatory, financial, and operational challenges.
• Collaborate with government agencies and stakeholders to design and implement policies that support the growth of the ESCO sector.
• Facilitate workshops and training sessions to build capacity among local stakeholders, enhancing their understanding of ESCO business models and financing mechanisms.
• Prepare detailed reports and presentations to communicate findings and recommendations to UNDP and other stakeholders.
• Monitor and evaluate the impact of implemented strategies and initiatives, providing feedback for continuous improvement.
• Engage with international best practices and case studies to inform local strategies and initiatives.

Required Qualifications:

• Proven expertise in energy efficiency, renewable energy, or related fields, with a strong understanding of the ESCO business model.
• Experience in market development, policy analysis, or consulting within the energy sector.
• Strong analytical skills, with the ability to interpret complex data and provide actionable insights.
• Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
• Demonstrated ability to work independently and as part of a team, managing multiple tasks and deadlines.

Educational Background:
A master's degree in energy management, environmental science, economics, or a related field is required. Additional certifications or training in energy efficiency or project management will be considered an asset.

Experience:
A minimum of 5 years of professional experience in energy efficiency, market development, or related fields is required. Experience working with international organizations or government agencies in Ukraine or similar contexts is highly desirable.

Languages:
Fluency in English is mandatory. Proficiency in Ukrainian or Russian is highly desirable, as it will facilitate communication with local stakeholders and enhance the effectiveness of the role.

• The consultant will be expected to work full-time and may need to travel within Ukraine as required. Compensation will be determined based on the consultant's qualifications and experience, and payments will be made in UAH.
