Job Overview: The Admin/Logistics Consultant will be instrumental in supporting the operations team at the UNFPA Libya Country Office. This role is designed to enhance the capacity of the operations team and ensure the smooth implementation of UNFPA's mandate. The consultant will be responsible for a variety of administrative and logistical tasks that are essential for the successful execution of program activities. This includes ensuring compliance with UNFPA rules and regulations, providing administrative support during events, managing office supplies, and overseeing vehicle maintenance. The consultant will also play a key role in procurement processes, including preparing procurement plans, drafting solicitation documents, and coordinating with vendors. Additionally, the consultant will be involved in logistics management, ensuring safe transportation for staff and managing inventory effectively. The position requires a proactive approach to problem-solving and the ability to work collaboratively with various stakeholders to achieve operational goals.
Duties and Responsibilities: The consultant's duties will encompass a wide range of responsibilities, including:
Administration: Implementing operational strategies in compliance with UNFPA policies, providing administrative support for events, managing office supplies, and maintaining filing systems.
Procurement: Preparing annual procurement plans, drafting solicitation documents, coordinating with program staff for specifications, issuing purchase orders, and managing vendor relationships.
Communication: Ensuring effective communication between the Tunis and Tripoli offices regarding logistics and procurement.
Reporting: Providing weekly updates on progress and challenges to the International Operations Manager and participating in regular team meetings.
Additional Duties: Assisting with contingency planning, inventory management, and any other tasks as assigned by senior management.
Required Qualifications: Candidates must possess a minimum of 7 years of relevant experience in logistics, administration, or procurement with a high school diploma, or a bachelor's degree with at least 4 years of relevant experience. Practical experience in transportation, shipping, customs clearance, and freight forwarding is essential. Proficiency in office software applications and corporate IT systems is required, and prior experience with ERP financial systems is advantageous. Familiarity with the UN common system is desirable, along with strong organizational and multitasking skills.
Educational Background: The educational background required for this position includes a high school diploma or a bachelor's degree in a relevant field such as logistics, administration, or procurement. Candidates with a higher level of education may be preferred, particularly if they have additional experience in related areas.
Experience: The position requires a significant level of experience, specifically a minimum of 7 years in logistics, administration, or procurement. Candidates with a bachelor's degree are expected to have at least 4 years of relevant experience. This experience should include practical knowledge of transportation, shipping, customs clearance, and procurement processes.
Languages: Fluency in Arabic and English is mandatory for this position. Proficiency in additional languages may be considered an asset, but the primary requirement is strong communication skills in both Arabic and English to effectively engage with diverse stakeholders.
Additional Notes: The consultancy is set for a duration of 3 months, from April 1st to June 30th, 2026, with the possibility of extension based on performance and organizational needs. The consultant will work from the Tunis back office and is expected to deliver work electronically, uploading deliverables to the UNFPA Libya CO Google Drive. Regular updates on progress will be required, and the consultant may need to travel outside of Tunis as necessary. UNFPA will provide a desk and office stationery, but the consultant must have their own computer and necessary technology to perform their tasks.
