Job Overview: The Project HR & Admin Officer - Technical Support Unit will play a crucial role in supporting the implementation of the Government of India's flagship schemes, KCC/MISS and PMFBY, which aim to enhance the resilience of farmers. This position involves working closely with the National ProgrammeDirector and the Head of HR to ensure effective human resource management and administrative support for the project. The officer will be responsible for designing recruitment strategies, overseeing talent acquisition, managing employee onboarding, and implementing performance management systems. Additionally, the role includes providing operational and administrative support, managing logistics for project activities, and ensuring compliance with UNDP policies and procedures. The officer will also be involved in capacity building and training initiatives to enhance the skills of project staff and stakeholders.
Duties and Responsibilities: 1) Human Resources Management: Design and implement recruitment strategies; oversee talent acquisition; prepare recruitment documents; manage employee onboarding and training; establish performance benchmarks; guide supervisors in performance management; support grievance redressal mechanisms; maintain accurate project team records; provide HR policy guidance; develop contingency plans for HR challenges. 2) Operational and Administrative Support: Manage operational support for project activities; provide strategic guidance to enhance operational efficiency; develop asset management policies; ensure compliance with MHA guidelines; coordinate IT operations. 3) Logistics and Event Coordination: Plan and execute travel logistics; oversee organization of workshops and training programs; coordinate with stakeholders for virtual meetings and events. The incumbent will also perform other duties as necessary for the efficient functioning of the office.
Required Qualifications: Advanced university degree (master’s degree or equivalent) in Commerce, Business Administration, HR, or related fields is required. A first-level university degree (bachelor's degree) in the mentioned areas, combined with an additional 2 years of qualifying experience, will be considered in lieu of a master’s degree. Applicants with a master’s degree are not required to have professional work experience, while those with a bachelor’s degree must have a minimum of two years of relevant professional experience in government institutions or international development organizations. Required skills include integrity, ethical standards, and alignment with the organization's vision and mission. Desired skills include additional years of experience in administration and human resources, basic IT knowledge, and proficiency in MS Office and ERP systems.
Educational Background: An advanced university degree (master’s degree or equivalent) in Commerce, Business Administration, HR, or related fields is required. A first-level university degree (bachelor's degree) in the areas mentioned above, combined with additional 2 years of qualifying experience, will be given due consideration in lieu of a master’s degree.
Experience: Applicants with a master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. However, applicants with a bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience in government institutions and liaison with multiple departments or other international development organizations. Additional years of work experience in administration and human resources in the development sector are desirable.
Languages: Fluency in English and Hindi is required for this position. Knowledge of additional languages may be considered an asset, but English and Hindi are mandatory for effective communication within the project and with stakeholders.
