Job Overview:
The Project Associate position is integral to the UNDP's efforts in Moldova, particularly in supporting the Ministry of Finance in enhancing its capacity for sustainable development financing. The role involves providing comprehensive administrative and financial support to ensure the effective execution of projects aimed at aligning public finance with the Sustainable Development Goals (SDGs). The Project Associate will assist in managing project budgets, facilitating meetings and consultations, and ensuring compliance with UNDP regulations. This position requires a proactive approach to problem-solving and the ability to work collaboratively with various stakeholders, including government officials and international partners. The Project Associate will also play a key role in monitoring and evaluating project outcomes, contributing to the overall success of UNDP's initiatives in Moldova.

Duties and Responsibilities:
The Project Associate will be responsible for a wide range of duties, including:
  • Providing administrative support to the Project Manager, ensuring all project-related activities are executed in a timely manner.
  • Assisting in the management of project budgets, including overseeing procurement and accounting procedures.
  • Organizing national and international travel for project staff and participants, ensuring all logistical arrangements are handled efficiently.
  • Documenting and sharing records of meetings, decisions, and actions taken during project activities.
  • Supporting the Monitoring and Evaluation processes by conducting workshop evaluations and maintaining records of expenditures.
  • Handling procurement processes, requisitions, and purchase orders in compliance with UNDP rules.
  • Maintaining an inventory of project assets and ensuring proper handover upon project closure.
  • Regularly updating the procurement plan and contacts list, and managing travel arrangements for national and international workshops.

Required Qualifications:
Candidates must possess a minimum of 6 years of relevant work experience in administrative roles, accounting, finance, or related fields, with Secondary Education, or 3 years of experience with a Bachelor’s Degree in Economics, Finance, Accounting, or another relevant area. Previous experience with UNDP is highly advantageous. Candidates should demonstrate proficiency in using office software packages, particularly MS Word and Excel, and have advanced knowledge of spreadsheet and database management. Experience in dealing with national experts and international institutions is considered an asset, along with a sound understanding of key software packages and web-based management systems.

Educational Background:
A minimum of Secondary Education is required for this position. A University Degree (Bachelor’s degree) in Economics, Finance, Accounting, or a related field will be given due consideration, although it is not mandatory. Specialized training in administration, accounting, or finance would be an advantage.

Experience:
The position requires a minimum of 6 years of relevant work experience with Secondary Education or 3 years with a Bachelor’s Degree. Candidates should have substantial experience in administrative work, accounting, finance, or other substantive areas. Previous experience with UNDP is a strong advantage, as is familiarity with UNDP policies and procedures related to project development and implementation.

Languages:
Fluency in English and Romanian is required for this position. Knowledge of one or more minority languages relevant to Moldova, such as Russian, Romani, Gagauzian, Bulgarian, Ukrainian, or sign language, is considered an asset.

Additional Notes:
The Project Associate will work under the direct supervision of the Project Manager and will be expected to adhere to UNDP's standards of conduct, including a zero-tolerance policy towards sexual exploitation and misconduct. The position may involve travel within Moldova and potentially to international meetings.
