Job Overview: The Procurement Analyst position is situated within the Bureau for Management Services (BMS) at UNDP, which is responsible for providing management services across the organization. The role involves effective delivery of procurement services to ensure best value for money, particularly in the health sector. The Procurement Analyst will work under the guidance of the Procurement Specialist and will be responsible for analyzing financial rules and regulations, providing solutions to complex procurement issues, and promoting a collaborative, client-focused approach. The position requires close collaboration with various stakeholders, including UNDP Country Offices and health program staff, to ensure efficient procurement processes for health products such as pharmaceuticals and medical devices. The Procurement Analyst will also contribute to the development of procurement strategies and ensure compliance with UNDP policies and procedures.
Duties and Responsibilities: The Procurement Analyst will be responsible for ensuring procurement and supply chain service delivery to UNDP Country Offices and national partners. Key responsibilities include: ensuring compliance with UNDP procurement rules and regulations; liaising with Country Offices to enable efficient procurement; developing and publishing solicitation documents; conducting bidding processes; communicating procurement outcomes; managing procurement contracts; preparing procurement cases for the Advisory Committee on Procurement; conducting market research; maintaining procurement databases; facilitating long-term procurement planning; and contributing to knowledge sharing on procurement services. The role also involves fostering innovative practices related to sustainability in procurement processes.
Required Qualifications: Candidates must possess an advanced university degree (Master’s Degree or equivalent) in Social Science, Public Health, Law, Economics, or International Development. Alternatively, a first-level university degree (Bachelor’s Degree) in these areas, combined with an additional two years of qualifying experience, will be considered. Professional certification such as CIPS Level III is highly desirable, and candidates holding this certification at the time of application will have a distinct advantage. Candidates without this certification must obtain it within one year of recruitment.
Educational Background: The educational background required for this position includes an advanced university degree in relevant fields such as Social Science, Public Health, Law, Economics, or International Development. A first-level university degree in these areas, along with additional qualifying experience, may also be considered. Professional certifications in procurement, particularly CIPS Level III, are highly desirable and can enhance a candidate's application.
Experience: The position requires a minimum of 2 years of relevant work experience in procurement or supply chain management for candidates with a Master’s degree, or 4 years for those with a Bachelor’s degree. Experience in health procurement, particularly with pharmaceuticals and medical devices, is essential. Familiarity with computers and office software, as well as advanced knowledge of web-based management systems such as ERP, is also required. Experience in developing training materials and standard operating procedures for health procurement processes is an asset.
Languages: Fluency in English is required for this position. A working knowledge of other UN languages would be considered an asset, enhancing the candidate's profile for the role.
