Job Overview:
The Lebanon Humanitarian Fund Finance Associate plays a crucial role in providing finance support services to ensure high quality, accuracy, and consistency in financial processes. This position involves leading several workstreams, including financial components of contribution agreements, conducting financial spot checks, tracking project disbursements, and managing partner financial reporting. The Finance Associate will work closely with finance, programme, and project staff to facilitate effective programme delivery and ensure compliance with financial guidelines. The role requires a proactive approach to managing financial processes and engaging with partners to enhance their understanding of financial procedures and requirements.

Duties and Responsibilities:
The Finance Associate will be responsible for the following key duties and accountabilities:
  • Provide effective support to the management of Lebanon Humanitarian Fund financial processes, ensuring timely and accurate financial reporting in line with operational guidelines.
  • Assist the Finance Officer in facilitating smooth audit processes for all LHF-funded projects, including coordinating with external auditing companies and ensuring follow-up on audit findings.
  • Support the Administration Unit in maintaining internal expenditure processes and ensuring accurate expenditure reports for decision-making.
  • Conduct due diligence and capacity assessments of partners, ensuring accuracy in their banking information and documentation.
  • Perform periodic financial spot-check visits to partner offices, prepare reports, and discuss findings with partners to ensure compliance with recommendations.
  • Facilitate knowledge sharing with LHF partners regarding grant access procedures and financial rules.
  • Track and review installment requests and project refunds, providing timely feedback to colleagues and partners.
  • Perform any other duties as requested by the Supervisor or Head of Office.

Required Qualifications:
Candidates must possess secondary education with specialized certification in Accounting and Finance, or a university degree in Finance, Business, or Public Administration. Part-qualified accountants from recognized institutes will have an advantage. The role requires a strong understanding of financial processes and the ability to manage financial documentation effectively.

Educational Background:
The educational background required for this position includes secondary education with specialized certification in Accounting and Finance or a university degree in a relevant field such as Finance, Business, or Public Administration. Candidates with part-qualified accountant status from an internationally recognized institute will be preferred.

Experience:
The position requires a minimum of 6 years of relevant experience in finance for candidates with secondary education, or 3 years of experience for those with a bachelor's degree. Experience working with UN agencies or humanitarian organizations is essential, along with familiarity with the humanitarian context in Lebanon.

Languages:
Fluency in English and Arabic is mandatory for this position. Knowledge of French is considered an asset and may enhance a candidate's profile.

Additional Notes:
The contract modality for this position is a Fixed-Term Appointment (FTA) on a local basis, with a duration of 1 year. The role is classified at Grade Level G6 within the General Service career track. The Finance Associate will not have supervisory responsibilities but will be expected to engage with various stakeholders and partners. The position may require travel within Lebanon to conduct financial spot-checks and partner assessments.
