Job Overview:
The Multisectoral Data Management Officer will play a crucial role in supporting UNICEF's multisectoral projects in Ethiopia. Under the supervision of the Multisectoral Project Coordinator, the officer will utilize theoretical and technical skills to research, collect, analyze, and present program information. This position is essential for the development and formulation of UNICEF's programs within the country office. The officer will assist in the development of a data warehouse and an online real-time data management system, ensuring that data collection is routine and up-to-date. The role also involves providing technical and operational support to various stakeholders, including federal ministries, regional bureaux, NGOs, and others, while fostering partnerships and networking opportunities. The officer will be responsible for consolidating and synthesizing information from different sections, facilitating training, and participating in monitoring and evaluation exercises to track progress and ensure accountability.

Duties and Responsibilities:
The Multisectoral Data Management Officer will have a comprehensive set of responsibilities, including:
  • Supporting the development of a data warehouse for all sections of UNICEF.
  • Assisting in the development of an online real-time data management system through consultations with other sections.
  • Conducting routine data collection and ensuring it is updated in the data management system.
  • Extracting data from UNICEF's internal and partners' management information systems and updating it accordingly.
  • Providing technical and operational support to federal ministries, regional bureaux, woredas, NGOs, and other stakeholders.
  • Building partnerships and networking with various stakeholders.
  • Consolidating, compiling, analyzing, verifying, and synthesizing information and data from different sections.
  • Coordinating and facilitating training sessions for stakeholders.
  • Supporting documentation, review, and sharing of information. 1
  • Tracking progress and ensuring that the monitoring dashboard is current. 1
  • Assisting in the preparation of documentation and materials for program reviews. 1
  • Participating in monitoring and evaluation exercises and preparing reports on results for follow-up actions. 1
  • Undertaking field visits to assess progress and exchange information with partners. 1

Required Qualifications:
Candidates for the Multisectoral Data Management Officer position should possess a range of qualifications, including:
  • Strong analytical skills with the ability to synthesize complex data into actionable insights.
  • Proficiency in data management and analysis tools.
  • Excellent communication skills, both written and verbal, to effectively convey information to diverse audiences.
  • Strong organizational skills and the ability to manage multiple tasks simultaneously.
  • Experience in capacity building and training facilitation.
  • Ability to work collaboratively with various stakeholders and build partnerships.
  • Knowledge of UNICEF's mission and objectives, particularly in relation to child welfare and protection.

Educational Background:
The educational background required for the Multisectoral Data Management Officer position includes a degree in a relevant field such as statistics, data science, social sciences, or a related discipline. Advanced degrees or specialized training in data management or analysis will be considered an asset. Candidates should also have a solid understanding of the principles of data collection, analysis, and reporting, as well as familiarity with UNICEF's programs and objectives.

Experience:
Candidates should have a minimum of 2-3 years of relevant experience in data management, analysis, or a related field. Experience working with international organizations, particularly in the context of humanitarian assistance or development programs, is highly desirable. Familiarity with the Ethiopian context and understanding of the challenges faced by children and families in the country will be an advantage. Previous experience in capacity building and training is also beneficial.

Languages:
Fluency in English is mandatory for this position, as it is the working language of UNICEF. Knowledge of local languages spoken in Ethiopia, such as Amharic, is considered an asset and will enhance communication with local stakeholders and communities.

Additional Notes:
This position is a national UN Volunteer assignment, which means that the selected candidate will be responsible for arranging their own housing and living essentials. The living conditions in Addis Ababa are generally favorable, with a large expatriate community and reasonable housing options. The climate is temperate, but it can be cold at night, so warm clothing is advisable. The UN Volunteer will receive full entitlements as per the duty station, and details regarding the conditions of service can be found on the UNV website. This role is expected to contribute significantly to UNICEF's mission in Ethiopia, particularly in enhancing data management capabilities to support vulnerable populations.
