Job Overview: The position of National Consultant for Legal and Strategic Analysis in Regional Policy Development involves providing expert legal and strategic analysis to support regional policy development initiatives. The consultant will work closely with UNDP and local stakeholders to assess current policies, identify gaps, and propose actionable recommendations. This role requires a deep understanding of regional governance structures, legal frameworks, and strategic planning processes. The consultant will be expected to deliver high-quality analysis and reports that inform decision-making and contribute to the effective implementation of regional policies. The assignment is home-based, allowing for flexibility while ensuring that the consultant remains engaged with the UNDP team and relevant stakeholders throughout the project duration.
Duties and Responsibilities:
Conduct comprehensive legal and strategic analysis of existing regional policies and frameworks.
Identify gaps and areas for improvement in current policies.
Collaborate with UNDP and local stakeholders to gather data and insights relevant to policy development.
Prepare detailed reports and presentations summarizing findings and recommendations.
Facilitate workshops and discussions with stakeholders to validate findings and gather feedback.
Provide ongoing support and expertise throughout the policy development process.
Ensure that all deliverables meet UNDP's quality standards and timelines.
Maintain effective communication with UNDP procurement and project teams.
Stay updated on best practices and trends in regional policy development and legal analysis.
Proven experience in legal analysis and policy development, particularly in a regional context.
Strong analytical and research skills, with the ability to synthesize complex information.
Excellent written and verbal communication skills in English.
Familiarity with UNDP's mission and operations is an advantage.
Ability to work independently and manage multiple tasks effectively.
Strong interpersonal skills and the ability to engage with diverse stakeholders.
Educational Background: Candidates must possess an advanced degree (Master's or equivalent) in law, public policy, international relations, or a related field. A Ph.D. or equivalent advanced qualification is preferred but not mandatory. Relevant certifications in policy analysis or legal studies will be considered an asset.
Experience: A minimum of 5 years of professional experience in legal analysis, policy development, or related fields is required. Experience working with international organizations, particularly in the context of regional governance, is highly desirable. Previous experience in consulting roles or similar assignments will be an advantage.
Languages: Fluency in English is mandatory. Proficiency in Ukrainian or Russian is highly desirable, as it will facilitate communication with local stakeholders and enhance the quality of analysis. Knowledge of additional languages relevant to the region may be considered an asset.

This is a home-based consultancy role, allowing for flexibility in work arrangements. The consultant will be compensated in UAH, and all proposals must be submitted through the UNDP supplier portal.
