Job Overview: The position of Consultant(e) nationale en Relations Publiques involves working closely with the Provincial Implementation Program (PIP) of the Community Development Program in the Ogooué Ivindo region of Gabon. The consultant will be responsible for developing and implementing a comprehensive communication plan that enhances the visibility of the projects and the UNDP's role in them. This role requires a strategic approach to public relations, ensuring effective communication with stakeholders, including local authorities and beneficiary populations. The consultant will also be tasked with creating media plans and establishing a network of press and journalists to support the projects' visibility and outreach efforts. The position is expected to last for a period of six months, during which the consultant will contribute significantly to the communication strategies of the projects.
Duties and Responsibilities: The Consultant(e) nationale en Relations Publiques will have a range of responsibilities including:
Contributing to the development of an institutional and public communication plan for the community development program in the Ogooué-Ivindo province and the Emergency Community Development Program of Gabon.
Assisting in the creation and implementation of a media plan for both projects.
Enhancing the visibility of the project, UNDP, and the Gabonese government during the implementation of the projects.
Facilitating training and establishing a network of press and journalists related to the projects.
Setting up an effective communication system to anticipate and resolve media communication issues.
Supporting information dissemination and raising awareness among stakeholders, particularly local authorities and beneficiary populations.
Strengthening collaboration with the communication unit of UNDP and the Gabonese government.
Initiating and maintaining a newsletter on the activities of both projects.
Providing progress reports and substantial information to the Chief Technical Advisor in the specific area of expertise. 1
Executing any other tasks as requested by the Chief Technical Advisor that fall within the scope of the project’s mandate.
Required Qualifications: The ideal candidate for this position should possess strong qualifications in communication and public relations. This includes a proven track record in developing communication strategies, excellent writing and verbal communication skills, and the ability to engage effectively with various stakeholders. The candidate should also demonstrate a deep understanding of the local context in Gabon, particularly in relation to community development and public engagement. Familiarity with media relations and experience in working with governmental and non-governmental organizations will be highly advantageous.
Educational Background: A bachelor's degree in communication, public relations, social sciences, or a related field is required. A master's degree in a relevant discipline would be considered an asset. The educational background should reflect a strong foundation in communication theories and practices, as well as an understanding of development issues and public policy.
Experience: Candidates should have a minimum of 5 years of relevant experience in communication, public relations, or a related field. Experience working with international organizations, particularly in the context of development projects, is highly desirable. The candidate should also have experience in media relations and stakeholder engagement, demonstrating the ability to manage communication strategies effectively in a complex environment.
Languages: Fluency in French is mandatory, as it is the primary language of communication in Gabon. Proficiency in English is considered an asset, as it may facilitate communication with international stakeholders and enhance the consultant's ability to engage with diverse audiences.
Additional Notes: This position is a full-time consultancy role for a duration of six months (180 calendar days). The consultant will be expected to work closely with the UNDP team and local stakeholders to ensure the successful implementation of communication strategies. The role may involve travel within the Ogooué Ivindo province to engage with local communities and stakeholders. Compensation details will be discussed during the interview process, and the consultant will be required to submit their proposals through the UNDP supplier portal.
