Job Overview:
The National Individual Consultant (IC) will provide technical support for the implementation of several infrastructure projects aimed at improving essential services for children and vulnerable populations in Moldova. The consultant will work closely with the Construction Specialist and coordinate with various stakeholders, including UNICEF, engineering firms, and contractors, to ensure the timely and quality execution of projects. The role involves overseeing design documentation, procurement processes, and construction monitoring, ensuring compliance with technical standards and project requirements. The consultant will also be responsible for preparing progress reports and facilitating communication among all parties involved in the projects.

Duties and Responsibilities:
  • Design Monitoring: Oversee the preparation of design documentation, review designs for compliance, and provide updates on design progress.
  • Procurement Support: Assist in contractor procurement, review technical and financial offers, and update on evaluation processes.
  • Construction Monitoring: Initiate construction works, collaborate with partners to monitor progress, and address challenges.
  • Coordination and Reporting: Liaise with stakeholders, prepare progress reports, and make recommendations for management decisions.
  • Quality Assurance: Verify the quality of construction works, materials, and workmanship, ensuring compliance with standards.
  • Reporting and Documentation: Prepare regular progress reports, archive project documents, and draft final completion reports.
  • Collaboration: Assist in technical coordination meetings and provide support in obtaining necessary permits.

Required Qualifications:
  • A university degree in civil engineering, construction engineering, architecture, or a related field.
  • A minimum of two years of relevant experience in technical project assessment, design, monitoring, and site supervision.
  • Previous experience in designing and supervising construction projects.
  • Good analytical and communication skills.
  • Practical experience in supervising technical teams and managing resources effectively.
  • Knowledge of UNICEF programs, procurement principles, and construction ethics is an asset.
  • Experience working with UN Agencies is a plus.

Educational Background:
A university degree is required in civil engineering, construction engineering, architecture, water infrastructure, environment and climate, or other relevant areas. This educational background is essential for understanding the technical aspects of the projects and ensuring compliance with design standards and regulations.

Experience:
The position requires a minimum of two years of relevant experience at the national and/or international levels. This experience should include technical project assessment, design, monitoring, and site supervision, as well as quality assurance in construction projects. Previous experience in designing and supervising construction or refurbishment projects is also necessary, demonstrating the candidate's capability to manage complex infrastructure initiatives effectively.

Languages:
Fluency in oral and written Romanian is necessary for communication with local partners and implementing institutions. An advanced command of written and spoken English is required, and proficiency in Russian is considered a strong asset, enhancing the consultant's ability to engage with diverse stakeholders and facilitate project implementation.

Additional Notes:
The consultancy is expected to provide deliverables electronically in both Romanian and English. The consultant will report to the Construction Specialist and is required to submit weekly updates on contractor performance and project quality.
