Job Overview: The mission of Solidarités International (SI) in Chad and Cameroon, known as Tchameroun, merged in 2021, with its coordination based in Yaoundé. The mission comprises six departments: programs, SERA, grants, human resources, finance, and logistics, led by a director" style="border-bottom: 1px dotted #007bff !important;">country director. SI Tchameroun operates in the regions of Lac, Ouaddaï, and Sila in Chad, as well as the Extreme-Nord region of Cameroon, N'Djamena, and Yaoundé. The mission receives humanitarian funding from various sources and currently implements emergency assistance projects, livelihood strengthening, and access to water, hygiene, and sanitation (EHA). The Baga Sola base, where the position is located, has around 15 staff members and is part of a larger operational context characterized by organized armed groups, inter-community conflicts, and climatic challenges that lead to significant population displacements. The city of Baga Sola is generally considered calm, although occasional criminal activities are reported. It is crucial to maintain good relationships with local authorities and adhere to communication protocols regarding humanitarian activities.
Duties and Responsibilities: The base administrator is responsible for managing the administrative, accounting, and financial aspects of the base in compliance with the procedures of donors and Solidarités International. Key responsibilities include supervising accounting operations, managing cash flow, and monitoring budgets in collaboration with program managers. The administrator ensures the proper implementation of SI's HR policies in the intervention area, supports and supervises the team, and serves as the primary contact for the field coordinator, finance coordinator, and HR coordinator regarding administrative, financial, and HR matters. The role requires autonomy in managing cash flow and closing accounts, ensuring the security of funds, training the admin team to enhance their skills, and facilitating the restructuring of the base based on donor feedback. Continuous supervision of accounting practices, updating and analyzing budget tracking tools, and maintaining electronic and physical archives of accounting documents are also essential duties.
Required Qualifications: Candidates must possess a Bac + 4 in financial management or an equivalent diploma in accounting. A minimum of 3-4 years of experience in the humanitarian sector and in a similar position is required. Technical skills include proficiency in accounting and financial tools, budget tracking, and administrative management of personnel. Additionally, candidates should demonstrate strong reporting skills, the ability to enhance team competencies, and effective communication and collaboration in multicultural environments.
Educational Background: The educational background required for this position includes a Bac + 4 degree in financial management or an equivalent qualification in accounting. This level of education is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to manage the financial and administrative responsibilities of the role effectively.
Experience: The position requires candidates to have 3-4 years of experience in the humanitarian sector, specifically in roles that involve administrative and financial management. Languages: Fluency in French is mandatory, as it is the primary language of communication within the organization and in the region. Proficiency in English is considered a good asset, as it may facilitate communication with international partners and stakeholders.
Additional Notes: The position is a short-term contract with a duration of 4 months, starting in mid-April. The salary is based on experience, starting from EUR 2310 gross per month, which includes a base salary and a 10% annual leave allowance paid monthly, along with a monthly per diem of 450,000 CFA francs. SI covers housing costs and travel expenses between the expatriate's home country and the place of assignment. A break system is in place, allowing for 7 working days off every three months, with additional rest days accrued for each month worked. Expatriates receive comprehensive health insurance that covers medical expenses, including dental and ophthalmological care, and repatriation. Vaccination and necessary malaria treatment costs are reimbursed. Living conditions in Baga Sola are basic, with access to essential markets and limited leisure facilities. The base provides individual accommodation with necessary amenities, including water, electricity, internet, and air conditioning.
