Job Overview: The Senior Project Officer will play a crucial role in the implementation of various educational projects aimed at enhancing the quality of education in the Asia-Pacific region. This position requires a strategic thinker who can design, plan, coordinate, and monitor projects that align with UNESCO's objectives. The officer will be responsible for ensuring that the projects meet their specific objectives and expected outputs, which include improving higher education, Technical and Vocational Education and Training (TVET), and digital transformation in education. The role involves regular monitoring of project progress, financial status, and compliance with contractual obligations. The Senior Project Officer will also be expected to foster collaboration with government entities, international organizations, and other stakeholders to ensure the sustainability and effectiveness of the projects. This position is integral to advancing UNESCO's mission of promoting inclusive and equitable quality education for all.
Duties and Responsibilities:
Manage the implementation of educational programs by ensuring quality achievement of the program outputs, regularly updating project work plans, and organizing procurement of goods and services.
Identify project implementation partners and assess the quality of services provided, ensuring compliance with contracts and managing disbursement of funds.
Monitor and evaluate project implementation, reporting on progress and suggesting updates to project timelines.
Prepare and conduct meetings for project coordination, documenting minutes and action plans with clear responsibilities.
Present strategic analyses on project performance based on indicators and output delivery.
Prepare reports for UNESCO, donors, and partners, ensuring effective communication and visibility of project activities.
Liaise with government and international stakeholders to align projects with educational reforms and mobilize support from UNESCO entities.
Establish mechanisms for sustainability of project outputs and foster exchanges of information and best practices among stakeholders.
Required Qualifications: Candidates must possess an advanced university degree (Masters or equivalent) in education, social sciences, international development, or a related field. They should have a minimum of 7 years of progressively responsible professional experience, with at least 3 years at the international level in technical assistance and project management in education. Proven experience in managing education-related programs, including TVET and skills development, is essential. Candidates should demonstrate excellent project management skills, supervisory capabilities, and the ability to make sound technical decisions. Strong communication skills, both written and oral, are required, along with the ability to work effectively in a multicultural environment.
Educational Background: An advanced university degree (Masters or equivalent) in a relevant field such as education, social sciences, or international development is required for this position. This educational background is essential to understand the complexities of educational systems and the challenges faced in implementing effective educational programs.
Experience: The position requires a minimum of 7 years of relevant professional experience, with a preference for at least 3 years of experience acquired at the international level. Candidates should have a strong background in technical assistance and project management specifically in the field of education. Experience in supporting government educational agendas and managing education-related programs, including TVET and ICT in education, is highly desirable.
Languages: Excellent knowledge of written and spoken English is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly languages relevant to the Asia-Pacific region, as it may enhance communication with diverse stakeholders.
Additional Notes: This position is a project appointment with a duration of 1 year, with the possibility of extension subject to availability of funds and satisfactory performance. The role is open to both internal and external candidates. The approximate annual starting salary for this position is 112,952 USD, and benefits may include 30 days of annual leave, family allowance, medical insurance, and a pension plan.
