Job Overview:
The position of Expert in Capacity Building and Crisis Preparedness at UNESCO is designed to address the pressing challenges faced by public administrations in six Member States: Austria, Belgium, the Czech Republic, France, Greece, and Latvia. The expert will play a crucial role in developing and implementing a multi-country project aimed at enhancing the capacity of these administrations to respond to crises and build resilience. This role involves creating tailored training materials, conducting capacity-building sessions, and providing on-the-job support to ensure that public authorities are equipped to handle complex challenges. The expert will collaborate closely with various stakeholders, including UNESCO experts and project coordinators, to deliver impactful training and support that aligns with the specific needs of each participating country.

Duties and Responsibilities:
The expert will be responsible for a range of duties, including:
  • Developing country-specific training materials that focus on crisis preparedness and resilience.
  • Organizing and delivering six capacity-building training sessions for core teams and relevant experts from each participating Member State.
  • Providing five on-the-job support sessions per Member State to enhance the expertise of beneficiary authorities in crisis preparedness and resilience.
  • Collaborating with UNESCO experts on futures literacy and foresight to integrate these concepts into training and support activities.
  • Drafting six country-specific reports that summarize the capacity-building support provided to each Member State.
  • Revising and iterating deliverables based on feedback received from stakeholders.
  • Ensuring that all activities are aligned with the overall goals of the project and contribute to the establishment of in-house consulting capacities within public administrations.

Required Qualifications:
Candidates must possess an advanced university degree (master’s degree or equivalent) in fields such as economics, public administration, governance, public policy, or related areas. A PhD is considered an asset. Additionally, candidates should have a minimum of 10 years of professional experience in government innovation, public administration, good governance, institutional development, or capacity building. Demonstrated experience in conducting stakeholder trainings and providing tailored technical support is essential. Familiarity with EU-funded projects and multi-country technical support is advantageous. Strong interpersonal skills and the ability to work effectively in complex environments are also required.

Educational Background:
The educational background required for this position includes an advanced university degree, preferably at the master's level or higher, in relevant fields such as economics, public administration, governance, or public policy. Candidates with a PhD will have an added advantage, as it demonstrates a higher level of expertise and research capability in the field.

Experience:
The position requires a substantial level of experience, specifically a minimum of 10 years in areas related to government innovation, public administration, and capacity building.
