Job Overview:
The position of Expert in Change Management for In-House Consulting at UNESCO is pivotal in addressing the pressing challenges faced by public administrations in six Member States: Austria, Belgium, the Czech Republic, France, Greece, and Latvia. The expert will be responsible for developing and implementing change management strategies that facilitate the establishment of in-house consulting capacities tailored to the specific needs of each country. This role requires a deep understanding of public administration dynamics and the ability to engage with various stakeholders to ensure the successful adoption of institutional reforms. The expert will work closely with the UNESCO project coordination-team" style="border-bottom: 1px dotted #007bff !important;">coordination team and will be involved in creating training materials, conducting workshops, and providing on-the-job support to enhance the capabilities of public authorities in managing change effectively. The overarching goal is to build a sustainable framework for in-house consulting that can adapt to future challenges and improve public service delivery.

Duties and Responsibilities:
The expert will undertake a comprehensive set of responsibilities, including:
  • Developing tailored training materials for each participating Member State, focusing on change management principles and practices.
  • Organizing and delivering six change management training sessions for core teams and relevant experts in each country, ensuring that the training is aligned with the specific needs and contexts of the participants.
  • Providing five on-the-job support sessions per Member State to assist beneficiary authorities in implementing their respective roadmaps and action plans.
  • Collaborating with UNESCO experts to draft six country-specific reports that summarize the capacity-building support provided to each Member State.
  • Creating six change management plans that address stakeholder concerns regarding the establishment of in-house consultancies.
  • Drafting implementation reports for the change management plans, ensuring that all deliverables are revised and improved based on feedback received from stakeholders.

Required Qualifications:
Candidates must possess an advanced university degree (master’s degree or equivalent) in relevant fields such as economics, public administration, governance, or public policy. A PhD is considered an asset. Additionally, candidates should have a minimum of 10 years of professional experience in areas related to government innovation, public administration, and capacity building. Proven experience in designing and implementing change management strategies, including stakeholder engagement and resistance management, is essential. Candidates should also demonstrate a track record of providing high-level technical support and implementing capacity-building projects for public administrations.

Educational Background:
The educational background required for this position includes an advanced university degree, preferably at the master’s level or higher, in disciplines such as economics, public administration, governance, or public policy. A PhD would be advantageous, indicating a higher level of expertise and research capability in the relevant fields.

Experience:
The position requires extensive experience, with a minimum of 10 years in relevant sectors.
