Job Overview: The Operations Advisor plays a crucial role in advising senior management on all aspects of Country Office management and operations. This position is vital in a large office that faces numerous external risks and internal challenges. The Operations Advisor is responsible for the strategic and accountable management of financial and human resources, procurement, logistical services, ICT, and common services in accordance with UNDP regulations. The primary objective is to lead and manage risks effectively while ensuring the smooth functioning of the Country Office's programs and projects. The Operations Advisor will guide a team of 36 staff members, oversee operations in a field office, and manage a significant budget supporting multiple UN agencies. This role requires collaboration with various stakeholders, including government officials and other UN agencies, to ensure the successful delivery of the country program.
Duties and Responsibilities:
Lead and advise on the strategic direction of operations, ensuring compliance with UNDP rules and regulations.
Oversee day-to-day management of the operations team, ensuring effective human resources management and compliance with corporate policies.
Provide support to field offices and ensure quality service delivery to UN agencies.
Manage security" style="border-bottom: 1px dotted #007bff !important;">security compliance for UNDP personnel and assets, ensuring safety measures are in place. 1
Perform other duties as necessary for the efficient functioning of the office.
Required Qualifications:
Advanced university degree (Master's Degree or equivalent) in Business Administration, Public Administration, Management, Economics, or related field.
A first-level university degree (bachelor's degree) with additional qualifying experience may be considered.
Minimum ten (10) years of senior-level working experience in operations is required.
Hands-on experience in managing complex operations and program support in a large country setting.
Demonstrated ability in effective people management and leading diverse teams.
Managerial experience in finance, human resources, and/or procurement in a developing country context.
Proficiency in office software and web-based management systems is required.
Educational Background: Candidates must possess an advanced university degree (Master's Degree or equivalent) in relevant fields such as Business Administration, Public Administration, Management, or Economics. Alternatively, a first-level university degree (bachelor's degree) combined with additional qualifying experience may be considered.
Experience: Candidates should have a minimum of ten (10) years of senior-level working experience in operations, with at least 12 years if holding a bachelor's degree. Experience in managing complex operations and program support in a large country setting is essential. The role requires demonstrated ability in effective people management and leading large, diverse teams, as well as managerial experience in finance, human resources, and procurement within a developing country context.
Languages: Fluency in written and spoken English is required. Working knowledge of another UN language is desired, enhancing the candidate's ability to communicate in a multilingual environment.
Additional Notes: The position is contingent upon the successful completion of a probationary period, with an initial appointment duration of 12 months.
