Job Overview: The Field Security Associate (FSA) position at UNESCO is crucial for ensuring the safety and security of personnel and office facilities in Ukraine. The FSA will work under the direct supervision of the Finance and Administrative Project Officer and will also report on security matters to the Head of ADM/Security at UNESCO Headquarters. The role involves implementing security plans, monitoring local security situations, and providing timely updates to management regarding any incidents that may affect staff safety. The FSA will collaborate closely with various UN agencies and local authorities to ensure compliance with security policies and to facilitate effective communication regarding security-related matters. This position requires a proactive approach to risk assessment and the ability to manage emergencies effectively, ensuring that UNESCO's operations can continue safely and securely in the region.
Duties and Responsibilities: The duties and responsibilities of the Field Security Associate include: assisting in the preparation of security-related documents in line with UNESCO and UNSMS policies; working closely with UNDSS and other security officers to implement security policies; monitoring and reporting on local security situations; providing weekly updates to management on security developments; assessing local security conditions and risks; disseminating security advisories to personnel; ensuring compliance with UNESCO and UNSMS security policies; advising senior management on evacuation readiness; managing inventory and safekeeping of security equipment; supporting the Designated Official in the context of UNSMS; and liaising with local security organizations and authorities.
Required Qualifications: Candidates must have completed secondary, technical, or vocational school. A minimum of five years of progressively responsible professional experience in security management is required, preferably within the UN security system or a recognized civilian, police, or military entity. Candidates should possess strong communication skills, the ability to work under pressure in a multicultural environment, and a good understanding of standard office automation tools such as Excel and Word. Additionally, candidates should have the ability to manage emergencies, maintain calm in crisis situations, and demonstrate tact and diplomacy in interactions with personnel and visitors.
Educational Background: The educational background required for this position includes a completed secondary education, with technical or vocational training being advantageous. Formal security qualifications and documented training in areas such as general security, first aid, fire prevention, and emergency response are considered desirable.
Experience: The position requires a minimum of five years of relevant experience in security management, which can be gained through work within the UN security system or in a recognized civilian, police, or military capacity. This experience should demonstrate a progressive increase in responsibility and the ability to handle complex security situations effectively.
Languages: Fluency in English is mandatory, and knowledge of any other official United Nations languages such as Spanish, Arabic, Chinese, or Russian is considered an asset. Proficiency in multiple languages can enhance communication and collaboration in a diverse work environment.
Additional Notes: The contract for this position is non-staff and is set to last until December 14, 2025, subject to satisfactory performance and availability of funds. The estimated monthly salary is 1,882 USD, along with reimbursement for medical insurance and pension contributions up to 15%, plus danger pay of 623 USD, contingent on decisions made by the International Civil Service Commission (ICSC).
