Job Overview: The Peace and Development Consultant (PDC) position is crucial during a pivotal year for the Philippines, particularly in the context of the upcoming national and local elections in May 2025, alongside the first-ever parliamentary elections in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The consultant will provide essential transitional support to the new Resident Coordinator (RC) and the United Nations Country Team (UNCT) by delivering peace-related analytical support and assisting with the peace components of key UNCT corporate deliverables. The consultant will be expected to engage with various stakeholders and development partners to sustain existing UN peacebuilding investments and ensure effective preparations for the elections.
Duties and Responsibilities: The duties and responsibilities of the Peace and Development Consultant include:
Conducting risk-informed analysis and providing strategic advice to the new UN Resident Coordinator and UNCT regarding political, security, socioeconomic developments, and conflict dynamics leading up to the May 2025 elections.
Offering analytical support and assistance with the peace aspects of the UN 2024 Annual Results Report and 2025 Joint Workplans, with a focus on BARMM UN portfolio mapping as requested by the Department of Foreign Affairs.
Reviewing and providing comments on existing and new peace-related initiatives and opportunities within the UN Philippines framework, ensuring alignment with the BARMM UN portfolio mapping.
Identifying key stakeholders and development partners to maintain and enhance UN peacebuilding investments before and after the elections.
Collaborating with the UNCT to ensure that peacebuilding efforts are integrated into broader development strategies and initiatives.
Required Qualifications: The required qualifications for the Peace and Development Consultant position include:
A strong background in peacebuilding, conflict resolution, or related fields, with a demonstrated understanding of the political and security context in the Philippines, particularly in BARMM.
Proven experience in providing strategic advice and analytical support to senior officials or organizations in complex political environments.
Excellent communication and interpersonal skills, with the ability to engage effectively with a diverse range of stakeholders, including government officials, civil society organizations, and international partners.
Strong analytical skills, with the ability to synthesize complex information and present it in a clear and actionable manner.
Familiarity with UN processes and frameworks related to peace and development is highly desirable.
