Job Overview:
The position of International Consultant on Institutional and Coordination Gaps Review is crucial for addressing the impacts of climate change on Kazakhstan's energy and infrastructure sectors. The consultant will be responsible for reviewing existing institutional frameworks and coordination mechanisms related to climate adaptation. This role involves assessing the current capabilities of decision-makers in both public and private sectors to integrate climate risks into development planning. The consultant will work closely with stakeholders to identify gaps and propose actionable recommendations to enhance resilience against climate change. The assignment is expected to take place from March 2025 to January 2026, with a total of 75 workdays, primarily home-based, but requiring two trips to Kazakhstan for stakeholder engagement and data collection.

Duties and Responsibilities:
The consultant will undertake a comprehensive review of institutional and coordination gaps in Kazakhstan's approach to climate adaptation. Key responsibilities include:
  • Conducting a thorough analysis of existing policies, frameworks, and institutional arrangements related to climate change adaptation in Kazakhstan.
  • Engaging with stakeholders from government, civil society, and the private sector to gather insights on current practices and challenges.
  • Identifying gaps in coordination and mandates among various institutions involved in climate adaptation efforts.
  • Developing recommendations for enhancing institutional capacity and coordination mechanisms to improve climate resilience.
  • Preparing detailed reports and presentations summarizing findings and recommendations for stakeholders.
  • Facilitating workshops and discussions to validate findings and gather feedback from stakeholders.
  • Collaborating with UNDP and other partners to ensure alignment with national and international climate adaptation goals.

Required Qualifications:
Candidates must possess a strong background in climate change adaptation, institutional analysis, and policy development. Required qualifications include:
  • Advanced degree in environmental science, public policy, or a related field.
  • Proven experience in conducting institutional assessments and reviews, particularly in the context of climate change.
  • Strong analytical skills and the ability to synthesize complex information into actionable recommendations.
  • Excellent communication and interpersonal skills to engage effectively with diverse stakeholders.
  • Familiarity with Kazakhstan's socio-political context and climate challenges is highly desirable.

Educational Background:
The position requires an advanced degree (Master's or PhD) in a relevant field such as environmental science, public policy, climate change, or sustainable development. Candidates with specialized training or certifications in climate adaptation or related areas will be given preference.

Experience:
The ideal candidate should have a minimum of 5-7 years of relevant professional experience in climate change adaptation, institutional analysis, or related fields. Experience working with international organizations, government agencies, or NGOs in Kazakhstan or similar contexts is highly advantageous. Demonstrated experience in facilitating stakeholder engagement and conducting workshops will also be beneficial.

Languages:
Fluency in English is mandatory, as all reports and communications will be conducted in English. Knowledge of Russian or Kazakh is considered an asset, as it may facilitate engagement with local stakeholders and enhance the effectiveness of the consultant's work.

This position is offered as an individual contract, with a contract duration from March 2025 to January 202
  • The consultant will work remotely but is expected to travel to Kazakhstan twice during the assignment for stakeholder meetings and data collection. The position is part-time, with a total of 75 workdays allocated for the entire assignment. Compensation will be based on the consultant's qualifications and experience, in accordance with UNDP's remuneration policies.
