Job Overview:
The Monitoring and Evaluation Specialist will play a crucial role in the implementation of a project aimed at improving the preparedness of countries in the Eastern Caribbean to emerging health threats. This position is aligned with the FAO's Regional Priority 1, which focuses on transforming agrifood systems for sustainable production and healthy diets. The specialist will be responsible for developing a comprehensive monitoring and evaluation (M&E) strategy for the project, ensuring that all activities are tracked and assessed effectively. This role requires a strong understanding of project management, data collection, and analysis, as well as the ability to engage with various stakeholders to gather necessary information for reporting and evaluation purposes. The specialist will work under the supervision of the sub-regional Coordinator and the FAO Lead Technical Officer, contributing to the overall success of the project by providing technical support and ensuring adherence to FAO procedures and donor requirements.

Duties and Responsibilities:
The duties and responsibilities of the Monitoring and Evaluation Specialist include: reviewing the Project Logical Framework and relevant documentation to identify appropriate M&E indicators; developing a Monitoring, Evaluation, and Learning (MEL) plan; selecting relevant data and designing tools for data collection; preparing monitoring reports for the project coordinator; supporting the preparation of work plans and monitoring expenditures; preparing a monitoring strategy that aligns with donor requests; engaging with stakeholders to obtain periodic reports; consolidating technical and operational data; assisting in operational and administrative management; reviewing budget estimates and preparing financial reports; preparing quarterly, half-yearly, and annual progress reports; monitoring financing mechanisms; supporting the preparation of Terms of Reference for evaluations; facilitating the dissemination of knowledge products; organizing events and ensuring logistics; and performing other related duties as required.

Required Qualifications:
Candidates must possess a university degree in project management, agricultural economics, business administration, social sciences, or a related field. Additionally, they should have at least 5 years of relevant experience in the design and implementation of M&E/MIS in development projects, particularly those implemented by national/international NGOs, UN bodies, or government organizations. A working knowledge of English is essential, and candidates must be nationals of Barbados or residents with a regular work permit.

Educational Background:
The educational background required for this position includes a university degree in a relevant field such as project management, agricultural economics, business administration, or social sciences. This educational foundation is crucial for understanding the complexities of project management and the specific requirements of monitoring and evaluation in the context of agricultural and health-related projects.

Experience:
The position requires a minimum of 5 years of relevant experience in the design and implementation of monitoring and evaluation systems, particularly in development projects. Candidates should have experience working with national or international NGOs, UN bodies, or government organizations, demonstrating their ability to manage and evaluate projects effectively. Experience in developing monitoring and evaluation frameworks and tools is highly desirable.

Languages:
A working knowledge of English is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if it facilitates communication with stakeholders in the Eastern Caribbean region.
