Job Overview:
The Project Coordinator will play a crucial role in the EU Readmission Capacity Building Facility (EURCAP), which aims to enhance cooperation between the EU and partner countries in areas related to migration management. The incumbent will be responsible for providing operational and technical support to the EURCAP Facility, ensuring that project activities are planned, executed, and monitored in alignment with IOM policies and EU requirements. The role involves coordinating various project activities, maintaining communication with stakeholders, and ensuring compliance with donor requirements. The Project Coordinator will also oversee the development of monitoring and evaluation frameworks, manage expert deployments, and contribute to knowledge dissemination within the facility. This position requires a proactive approach to problem-solving and the ability to work collaboratively with diverse teams.

Duties and Responsibilities:
  • Coordinate the planning, execution, and monitoring of all EURCAP project program activities in alignment with IOM internal policies, EU requirements, and best operational practices.
  • Conduct regular status reviews, identify operational issues, and propose remedial actions.
  • Establish and implement a robust monitoring and evaluation framework at both central and local project levels.
  • Provide expert technical guidance and ensure compliance with donors' requirements to participating IOM offices and Local Project Teams (LPTs).
  • Draft and compile comprehensive project technical reports and updates for submission.
  • Oversee the maintenance of a database of experts and consultants specializing in return, readmission, and migration management.
  • Facilitate operational excellence in expert deployment, including developing Terms of Reference (ToRs) and managing contracts.
  • Maintain regular liaison with DG Home, EU Member States, IOM Country Offices, and other stakeholders.
  • Coordinate the research, compilation, analysis, and drafting of information materials for reports, plans, studies, and meetings. 1
  • Inform the Senior Programme Manager on emerging issues around practical cooperation on readmission. 1
  • Support the Senior Programme Manager in monitoring budget expenditures related to EURCAP activities. 1
  • Coordinate administrative or financial tasks to support project implementation. 1
  • Contribute to the development and dissemination of communication and visibility materials. 1
  • Undertake duty travels and participate in meetings, conferences, and workshops as required. 1
  • Supervise the work of project assistants. 1
  • Perform any other duties as may be assigned.

Required Qualifications:
  • Master’s degree in Law, Political Science, Migration Studies, International Relations, or a related field from an accredited academic institution with two years of relevant professional experience; or a Bachelor's degree in the above fields with four years of relevant professional experience.
  • Working experience in programme/project implementation, reporting, monitoring, and administrative and financial tasks is required.
  • Excellent knowledge of EU institutions and EU migration policies and legal framework is required.
  • Experience in managing, monitoring, and evaluating multi-country projects is required.
  • Experience in liaising with governmental authorities, national/international institutions, and NGOs is an advantage.
  • Demonstrated experience in return, readmission, reintegration, and/or identity management is an asset.
  • Previous work experience with EU, national, regional, or international public bodies related to migration would be an advantage.

Educational Background:
Candidates must possess a Master’s degree in Law, Political Science, Migration Studies, International Relations, or a related field from an accredited academic institution. Alternatively, a Bachelor's degree in the aforementioned fields is acceptable, provided the candidate has four years of relevant professional experience. Accredited universities are those listed in the UNESCO World Higher Education Database.

Experience:
The position requires a minimum of two years of relevant professional experience for candidates with a Master’s degree, or four years for those with a Bachelor's degree. Candidates should have working experience in programme/project implementation, reporting, monitoring, and administrative and financial tasks. Familiarity with EU institutions and migration policies is essential, as is experience in managing multi-country projects and liaising with various stakeholders.

Languages:
Fluency in English is required, both oral and written. A working knowledge of French is considered an advantage, enhancing the candidate's ability to communicate effectively in a multilingual environment.

Additional Notes:
The position is subject to funding confirmation, and the selection process may be used to staff similar positions in various duty stations. Recommended candidates will remain eligible for appointment in a similar position for a period of 24 months. The appointment will be contingent upon certification of medical fitness, verification of residency, visa, and authorizations by the concerned government, where applicable.
