Job Overview:
The Extended Term Consultant (ETC) position is integral to the Global Evaluation Initiative (GEI) team at the World Bank. The primary focus of this role is to enhance the capacity of monitoring and evaluation (M&E) systems in developing countries. The ETC will engage in partnership management with GEI implementing partners, particularly the CLEAR Centers, and will contribute to the professional development of M&E practices. This includes organizing and delivering training sessions, webinars, and workshops aimed at strengthening M&E capabilities. The consultant will also conduct research, produce technical content, and support knowledge curation on the Better Evaluation platform. The role requires a proactive approach to collaboration and the ability to manage multiple tasks effectively while working under pressure.

Duties and Responsibilities:
The successful candidate will be responsible for a variety of tasks, including: 1) Supporting partnership management activities with GEI implementing partners, particularly the CLEAR Centers, by providing substantive M&E capacity development support. 2) Contributing to the GEI Global Team’s work program, which includes organizing and delivering webinars, trainings, and workshops related to M&E professional development. 3) Conducting background research and producing short technical content on new developments in M&E. 4) Supporting knowledge curation efforts on the Better Evaluation platform. 5) Assisting with other tasks as needed by the GEI Global Team, ensuring that all activities align with the overarching goals of the World Bank Group.

Required Qualifications:
Candidates must possess a Master’s degree in a relevant field such as economics, evaluation, public policy, business administration, finance, or international relations. Additionally, a minimum of 5 years of relevant work experience in monitoring and evaluation or applied policy-oriented research in international development is required. The ideal candidate will also have experience in training professionals in policy-oriented research, particularly in M&E systems and practices. Knowledge of national M&E systems and evaluation processes within Multilateral Development Banks is highly desirable. Strong teamwork and interpersonal skills, along with the ability to manage multiple tasks independently, are essential for success in this role.

Educational Background:
A Master’s degree in a relevant discipline is mandatory for this position. This educational background should ideally be complemented by coursework or training in monitoring and evaluation, public policy, or related fields that align with the mission of the World Bank Group.

Experience:
The position requires at least 5 years of relevant work experience in the field of monitoring and evaluation or applied policy-oriented research. Candidates with experience in training M&E stakeholders and knowledge of national M&E systems will be given preference. Familiarity with the operational strategies and processes of Multilateral Development Banks is also advantageous.

Languages:
Proficiency in English is mandatory, as strong verbal and written communication skills are essential for this role. Additionally, knowledge of other languages such as French, Spanish, or Portuguese is preferred, as it will enhance the candidate's ability to engage with diverse stakeholders and contribute to the organization's global initiatives.
