Job Overview:
The Extended Term Consultant (ETC) position at the World Bank's Global Evaluation Initiative (GEI) is designed to enhance the GEI Global Team's capabilities. The role is based in Brussels, Belgium, and is initially for a term of one year, with the possibility of extension up to three years based on performance. The ETC will report directly to the GEI program manager and will be involved in various activities aimed at strengthening monitoring and evaluation (M&E) systems in developing countries. The successful candidate will support partnership management with GEI implementing partners, particularly the CLEAR Centers, and contribute to the GEI's work program in M&E professional development. This includes organizing and delivering webinars, trainings, and workshops, conducting background research, and supporting knowledge curation on the Better Evaluation platform. The role requires a proactive approach to collaboration and the ability to handle multiple tasks effectively.

Duties and Responsibilities:
The duties and responsibilities of the Extended Term Consultant include:
  • Supporting partnership management activities with GEI implementing partners, particularly the CLEAR Centers, by providing substantive M&E capacity development support.
  • Contributing to the GEI Global Team’s work program in M&E professional development, which involves organizing and co-delivering webinars, trainings, workshops, and other learning events.
  • Conducting background research and producing short technical content on new developments in M&E.
  • Supporting knowledge curation on the Better Evaluation platform.
  • Contributing to other tasks as needed by the GEI Global Team, demonstrating flexibility and a willingness to engage in various projects.

Required Qualifications:
The ideal candidate for the Extended Term Consultant position should possess the following qualifications:
  • A Master’s degree in a relevant field such as economics, evaluation, public policy, business administration, finance, or international relations, along with at least 5 years of relevant work experience in monitoring and evaluation or applied policy-oriented research in international development.
  • Experience in training professionals in policy-oriented research, particularly in M&E systems, practices, and methods.
  • Knowledge of national M&E systems and evaluation processes within Multilateral Development Banks is desirable.
  • Strong teamwork and interpersonal skills, with the ability to motivate and supervise teams and collaborate across organizational boundaries.
  • Proven ability to manage multiple tasks independently and work effectively under pressure with tight deadlines.
  • Excellent verbal and written communication skills in English, with the ability to present ideas clearly and persuasively.
  • Proficiency in additional languages such as French, Portuguese, or Spanish is preferred.

Educational Background:
Candidates must have a Master’s degree in a relevant field or discipline that aligns with the World Bank Group's mission. This educational background should ideally be complemented by a strong understanding of monitoring and evaluation practices, public policy, or international development.

Experience:
The position requires a minimum of 5 years of relevant work experience in monitoring and evaluation or applied policy-oriented research. Candidates should have a proven track record of engaging with M&E systems and practices, particularly in the context of international development.

Languages:
The mandatory language for this position is English. Proficiency in additional languages such as French, Spanish, or Portuguese is considered advantageous and may enhance a candidate's suitability for the role.
