Job Overview:
The Senior Sub-Regional Resources Management Officer will play a critical role in overseeing and guiding financial, human resources, and administrative functions for the Country Offices (COs) within the EEA Sub-Region. Reporting directly to the Sub-Regional Director and collaborating with various units at Headquarters and Administrative Centers, the officer will act as a functional manager for Resources Management Officers (RMOs) across 27 COs. This position involves advising Country Managers and Heads of Office on management issues, providing financial oversight for sub-regional projects, and ensuring that resources management functions align with IOM's strategic objectives. The officer will also participate in the development and implementation of management objectives and goals, coordinate annual budget submissions, and monitor financial management practices across the region. This role requires a strong understanding of financial management, human resources administration, and the ability to navigate complex organizational structures to achieve effective results.

Duties and Responsibilities:
The duties and responsibilities of the Senior Sub-Regional Resources Management Officer include overseeing financial management and accountability for IOM COs in the EEA Region, providing guidance on budget preparation and control, and ensuring compliance with IOM regulations. The officer will lead discussions on contractual conditions for managing projects, evaluate workforce planning and resource forecasting, and track gender balance statistics to support IOM's Gender Policy. Additionally, the officer will review project budgets, conduct risk assessments, oversee donor financial reporting, and monitor internal controls to prevent fraud. The role also involves providing support and training to RMOs, coordinating requests for personnel changes, and ensuring safety and security" style="border-bottom: 1px dotted #007bff !important;">security oversight in collaboration with UNDSS. The officer will be responsible for producing instructions and procedures tailored to the specific needs of the COs and supervising resource management staff within the Sub-Region.

Required Qualifications:
Candidates must possess a Master’s degree in Finance, Accounting, Public Administration, Business Administration, or a related field from an accredited institution, along with seven years of relevant experience. Alternatively, a University degree in the same fields with nine years of relevant professional experience is acceptable. Candidates should have experience in strategic advisory roles, financial management, and human resources administration, as well as proven leadership skills. Knowledge of IOM's financial management policies and European Union financial eligibility rules is essential. Strong analytical skills, the ability to work under pressure, and proficiency in preparing clear reports are also required.

Educational Background:
The educational background required for this position includes a Master’s degree in a relevant field such as Finance, Accounting, Public Administration, or Business Administration from an accredited academic institution. Candidates with a University degree in these fields may also qualify if they have additional relevant professional experience. Accreditation from recognized institutions listed in the UNESCO World Higher Education Database is necessary to ensure the validity of the educational qualifications.

Experience:
The position requires significant experience in strategic and technical advisory roles, particularly in liaising with national, regional, and international institutions. Candidates should have a strong background in financial management, accounting, and budgeting, with proven experience in managing teams effectively. Familiarity with IOM's financial management policies, human resources administration, and internal control assessments is crucial. Additionally, candidates should have thorough experience with ERP financials and HR systems, as well as substantive knowledge of European Union financial rules and procedures.

Languages:
Fluency in English is mandatory for all IOM staff members, particularly for this position. Candidates must demonstrate proficiency in both oral and written English. A working knowledge of another official UN language, such as Arabic, Chinese, French, Russian, or Spanish, is considered an advantage and will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position is classified as an internationally recruited professional role, requiring candidates to be mobile and willing to relocate as necessary. The appointment is contingent upon funding confirmation and candidates may be considered for similar positions in various duty stations for a period of 24 months. Candidates who are nationals of the duty station’s country are not eligible for this position. Additionally, the appointment is subject to medical fitness certification, security clearances, and compliance with residency or visa requirements.
