Job Overview: The Education in Emergencies Consultant position is critical in addressing the ongoing education crisis in Lebanon, which has severely impacted over 500,000 students due to the repurposing of educational institutions as shelters and the disruption of the school year. The consultant will work closely with the Ministry of Education and Higher Education (MEHE) and the Center for Educational Research and Development (CERD) to develop a comprehensive framework for crisis-responsive school leadership. This role involves creating training materials, building the capacity of trainers, and ensuring that educational leaders are equipped to manage crises effectively. The consultant will also be responsible for designing an actionable plan to pilot the framework in selected schools, thereby contributing to the resilience of the education sector in Lebanon.
Duties and Responsibilities:
Develop the Conceptual Framework: Review existing frameworks and analyze the unique challenges of the Lebanese education system during crises. Engage stakeholders to gather insights and develop a detailed, evidence-based framework for school leadership during emergencies.
Propose Crisis-Sensitive School Leadership Approaches: Recommend innovative strategies that emphasize inclusion and resilience-building.
Develop and Deliver Training Materials: Create tailored training materials for crisis-sensitive school leadership that enhance the skills of school principals.
Train CERD Trainers: Conduct training sessions to empower CERD trainers to deliver effective training to school leaders.
Develop a Pilot Action Plan: Design a comprehensive action plan for piloting the framework, including timelines and evaluation mechanisms.
Required Qualifications: • Advanced university degree (Master's or equivalent) in education, education in emergencies, public policy, or related fields. A PhD is an asset. • At least 7 years of experience in education planning or policy development in crisis-affected contexts. • Proven expertise in developing education frameworks in emergency settings. • Proficiency in English is mandatory, with knowledge of Arabic or French being desirable.
Educational Background: Candidates must possess an advanced university degree, such as a Master's or equivalent, in relevant fields such as education, public policy, or international development. A PhD would be considered an asset, indicating a higher level of expertise and research capability in the field.
Experience: The position requires a minimum of 7 years of professional experience in education planning, policy development, or education in emergencies (EiE) within crisis-affected contexts. This experience should demonstrate a strong understanding of the challenges faced by educational systems in emergencies and the ability to develop effective strategies to address these challenges.
Languages: Proficiency in English is mandatory for this position. Knowledge of Arabic or French is considered desirable, as it would enhance communication with local stakeholders and contribute to the effectiveness of training materials and sessions.
