Job Overview: The Individual Specialist will play a crucial role in the Communication and Information Sector of UNESCO, which is dedicated to promoting freedom of expression and media literacy. This position involves drafting a comprehensive project study on digital regulation during crises, emphasizing the importance of human rights in the governance of digital platforms. The role requires collaboration with various stakeholders, including regulatory authorities and civil society, to gather insights and develop a well-researched document that aligns with UNESCO's guidelines. The project study will be approximately 50-60 pages long and must be written in clear, accessible English, suitable for a diverse audience including policymakers and academics. The Individual Specialist will also be responsible for conducting qualitative interviews and quantitative surveys to gather data for the study, ensuring that the findings are integrated into the final report.
Duties and Responsibilities: The Individual Specialist will be responsible for several key duties, including:
Conducting qualitative interviews with regulatory authorities and stakeholders in two crisis-affected countries to assess their perspectives on digital communication and freedom of expression.
Designing and implementing a quantitative survey targeting international regulators to gather comprehensive data on their responses to crises.
Developing a structured project study based on the findings from both qualitative and quantitative phases, ensuring that it meets UNESCO's standards for quality and clarity.
Collaborating with UNESCO colleagues and external contributors throughout the project, incorporating feedback and making necessary revisions to drafts.
Ensuring the accuracy and reliability of all data and references used in the project study, maintaining a high standard of professionalism and integrity in all written content.
Presenting the final project outcomes at the International Conference for the Governance of Digital Platforms, effectively communicating the findings to a broad audience.
Required Qualifications: Candidates must possess an advanced university degree (Master's or higher) in relevant fields such as law, public policy, political science, social sciences, communications, media studies, or internet studies. Additionally, they should have at least ten years of relevant professional experience in policy analysis, research, editing, or project management, with a minimum of two years specifically related to freedom of expression and content regulation laws. Proven experience in training, policy advice, and multi-stakeholder consultations is essential, along with a strong ability to collaborate with diverse teams and stakeholders.
Educational Background: The position requires an advanced university degree (Master's or above) in fields such as law, public policy, political science, social sciences, communications, media studies, or internet studies. This educational background is crucial for understanding the complexities of digital regulation and freedom of expression, as well as for conducting high-level research and analysis.
Experience: Candidates should have a minimum of ten years of relevant professional experience, particularly in areas related to policy analysis, research, and project management. At least two years of this experience should be focused on freedom of expression and content regulation laws. Experience in training and providing policy advice, especially in the context of human rights in the digital environment, is also required. Familiarity with collaborative projects involving diverse stakeholders is essential for success in this role.
Languages: Excellent written and editing skills in English are mandatory for this position. Additional Notes: This position is a remote consultancy contract lasting from February 10, 2025, to October 31, 2025, with a total duration of 9 months. The selected candidate will not be required to travel, and no travel costs will be supported. The financial proposal should include a competitive monthly fee, with the overall cost not exceeding 30,000 USD. Applications must include both technical and financial proposals to be considered.
