As of April 2023, IOM has been actively involved in projects aimed at improving the conditions of rural populations in Kazakhstan, particularly in the context of urbanization and agricultural development.

Job Overview:
The National Consultant on Agricultural Cooperation Development will play a crucial role in addressing the challenges faced by rural communities in Kazakhstan, particularly in the Akmola and Turkistan regions. The consultant will be responsible for conducting a comprehensive situational analysis of agricultural cooperation development, focusing on legal frameworks and gender-sensitive needs. This position requires collaboration with local farmers, agribusinesses, and various stakeholders to enhance agricultural productivity and sustainability. The consultant will also develop methodologies for analyzing the status of agricultural cooperation and provide actionable recommendations to empower local communities, especially women and youth, in agribusiness. The overarching goal is to support the Kazakh government in building resilience and improving security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security through enhanced agricultural cooperation and urban-rural partnerships.

Duties and Responsibilities:
  • Develop a detailed workplan with a timeframe for the assignment, ensuring it is consultatively approved by the IOM project team.
  • Create a methodology for conducting a comprehensive situational analysis of agricultural cooperation development, including a gender-sensitive needs analysis.
  • Conduct the situational analysis in consultation with rural communities, farmers, youth, women, and local authorities, focusing on the factors affecting women entrepreneurship in agriculture.
  • Organize and facilitate at least two technical consultations with stakeholders to discuss and validate findings from the needs assessment and situational analysis.
  • Develop a roadmap with clear recommendations for agricultural cooperation development, emphasizing women and youth-led agribusiness.
  • Submit a final report on the results achieved, ensuring it is available in both Russian and English languages.

Required Qualifications:
  • Minimum of a Bachelor’s degree in Law, Social Sciences (e.g., Agriculture, Economics, Sociology, Gender Studies, Development Studies), or related fields from an accredited institution.
  • At least five years of professional experience in analyzing national legislation, policies, and regulations.
  • Demonstrated experience in migration-related topics and agriculture-related issues.
  • Proven experience in conducting reviews, needs assessments, and research in gender equality and women empowerment.
  • Experience in providing technical assistance and liaising with government authorities, civil society organizations, UN agencies, and other stakeholders.

Educational Background:
Candidates must possess a minimum of a Bachelor’s degree in relevant fields such as Law, Social Sciences, Agriculture, Economics, Sociology, Gender Studies, or Development Studies from an accredited academic institution. Advanced degrees may be preferred but are not explicitly required.

Experience:
Candidates should have at least five years of professional experience in relevant fields, particularly in conducting analyses of national legislation and policies. Experience in migration-related topics and agricultural issues is essential, along with a background in gender equality and women empowerment. The consultant should also have experience in engaging with government authorities and other stakeholders.

Languages:
Excellent writing and speaking skills in Russian are mandatory. Knowledge of the Kazakh language is considered an asset. Proficiency in IOM’s official languages, which include English, French, and Spanish, will be evaluated during the selection process, potentially through written and/or oral assessments.

The consultancy will involve travel as necessary, and the appointment is subject to funding confirmation and medical fitness certification. IOM provides coverage against occupational accidents and illnesses but does not offer evacuation or medical insurance for non-occupational incidents.
