Job Overview: The Technical Project Manager position is situated within the Bureau for Digital Business Solutions (DBS) at UNESCO, reporting directly to the Chief Information and Technology Officer (CITO). The primary responsibility of this role is to establish a robust technical foundation for data management across the organization. This includes coordinating the consolidation of databases to enhance intersectoral data linkages and facilitate the creation of integrated data dashboards. The Technical Project Manager will lead initiatives aimed at improving data management processes and ensuring effective technical governance. A significant aspect of this role involves developing strategies to enhance data reporting and dissemination, enabling comprehensive intersectoral data analysis. Additionally, the Technical Project Manager will focus on training and capacity building, enhancing the digital skills of UNESCO staff through workshops and ongoing support, thereby improving the overall digital literacy of the organization.
Duties and Responsibilities: The Technical Project Manager will be responsible for several key duties, including:
Designing and implementing data architecture foundations, developing the technical architecture for data services to ensure seamless integration across various platforms.
Leading efforts to consolidate and integrate data from multiple sources, enhancing intersectoral data linkages and developing strategies for data interoperability.
Providing technical leadership and oversight for the integration of datasets, ensuring adherence to best practices and organizational standards.
Ensuring the reliability, security, and performance optimization of data services to meet stakeholder needs.
Guiding the development and delivery of training programs to enhance the data skills of UNESCO staff, focusing on technical aspects of data governance.
Providing ongoing support and resources to help staff effectively utilize data technologies and services in their work.
Required Qualifications: Candidates must possess an advanced university degree (Master's or equivalent) in fields such as Computer Science, Engineering, Data Governance, Statistics, Applied Mathematics, or a related area. Alternatively, a first-level university degree (Bachelor's or equivalent) combined with two additional years of relevant work experience may be accepted in lieu of the advanced degree. Additionally, candidates should have at least four years of progressively relevant professional experience in data science, data management, AI, ML, business analysis, or strategy development, with two years of this experience acquired at the international level. Technical experience in data management, curation, acquisition, cleaning, and analysis is essential, along with a proven track record of delivering large, cross-functional projects on technology platforms.
Educational Background: The educational background required for this position includes an advanced university degree (Master's or equivalent) in Computer Science, Engineering, Data Governance, Statistics, Applied Mathematics, or a related field. A first-level university degree (Bachelor's or equivalent) may be accepted if combined with two additional years of relevant work experience.
Experience: Candidates should have a minimum of four years of progressively relevant professional experience in areas such as data science, data management, AI, ML, business analysis, or strategy development. At least two years of this experience should be at the international level, demonstrating a strong understanding of data management practices and project delivery in diverse environments.
Languages: Excellent knowledge (both written and spoken) of English or French is mandatory, along with a good knowledge of the other language. Knowledge of other official languages of UNESCO, such as Arabic, Chinese, Russian, and Spanish, is considered desirable.
Additional Notes: The position is a project appointment with an initial duration of 12 months, with the possibility of renewal based on funding and satisfactory performance. The role is full-time and open to both internal and external candidates. The approximate annual starting salary for this position is 98,367 USD, and benefits may include 30 days of annual leave, family allowance, medical insurance, and a pension plan.
